This position is located in the Office of the Secretary, Office of Construction and Facilities Management (CFM), Database Management & Logistics Service.  The office is responsible for the communication and coordination of operational information systems. The incumbent serves as the primary CFM representative responsible for coordinating enhancements for complex specialized computer applications and systems. 

 

The responsibilities include:

 

  • Apply project management skill sets in overseeing multiple ongoing projects all varying in stage of completion.
  • Determine access to internal and external audiences using the inter/intranet.
  • Troubleshoots problems with systems design and telecommunications systems.
  • Assist in training sessions to field engineering personnel and CFM officials.
  • Conducts studies and examines systems capabilities and develop simulation models to improve current operating systems.
  • Provide technical expertise in the resolution of unusual problems and difficulties with the design and operation of current management information systems.
  • Conducts studies on the technical needs and develops recommendations to increase the effectiveness of remote operating systems and communication.
  • Conducts overall analysis of CFM systems and explores the feasibility of data integration of databases and network capabilities with field engineering versus construction technology.
  • Research developments of new technology and determines feasibility of such systems or enhancements to current systems.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

 

Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

 

Applicants must have One year of specialized experience equivalent to at least the next lower grade  in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to:

 

 

At the GS-13 grade level: Specialized Experience: coordinating enhancements for specialized computer applicants systems; provide technical knowledge in the resolution of unusual problems and difficulties with the design and operation of current management information systems. Prepare and provide guidance and implements policy directives on office operation issues in support of the agency’s major construction program. Apply quantitative and qualitative methodologies to business applications.

 

At the GS-14 grade level: Specialized Experience: coordinating enhancements for complex specialized computer applicants systems; provide technical expertise in the resolution of unusual problems and difficulties with the design and operation of current management information systems. Provide guidance and implements policy directives on office operation. Apply advance quantitative and qualitative methodologies to business applications.

 

There is no educational substitution for the GS-13 and GS-14 grade levels.

 

You will be rated on the following Knowledge, Skills, Abilities and other characteristics (KSAOs) based on your application for this position.

 

* Ability to interpret VA and federal rules and regulations related to federal web functions and apply new web techniques and concepts.

* Skill in interpersonal relationships sufficient to serve as a coordinator with individuals within other organizations on program needs for databases, web needs, hardware and software

* Ability to apply advanced quantities and qualitative methodologies to business applications to determine feasibility of linking data systems with other operating components.
