This position serves as the Chief of the Firewall (FWB) Branch located in the Perimeter Security Division, Office of Enterprise Network Management, Deputy CIO for Operations, Bureau of Information Resource Management (IRM/OPS/ENM/PSD/FWB), in the U.S. Department of State (DOS).  The position supervise Federal and contract employees in the Branch, providing overall leadership and exercising program management responsibility for the planning, direction, monitoring and coordination of all IRM projects and initiatives that are designed to ensure the effective management and implementation of the Department’s vital firewall perimeter security systems. 

KEY REQUIREMENTS

  • Incumbent will be subject to random drug testing.
  • New supervisors must successfully complete a 1-year probationary period.
  • Relocation expenses will NOT be paid.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • U.S. Citizenship is required.

As Branch Chief supervises the management and coordination of the Department’s firewall engineering and operations and maintenance (O&M) programs that are designed to ensure that its security systems comply with all relevant DOS performance measures and standards.  Directs staff in identifying, determining and developing management processes and performance metrics that ensure that the broad range of mission critical systems in the Department meet all security requirements and function properly within the DOS worldwide communications network. 

 

Oversees reviews of IT work products required in the development and implementation of DOS firewall systems, secures customers’ satisfaction with review process, effectively allocates organizational resources and acts to achieve overall compliance with Departmental program goals, technical standards and operating procedures.  Ensures work performed in the branch complies with appropriate security, testing, training, coordination, communications and documentation requirements. 

 

Develops long-range strategic plans for establishing and operating a comprehensive program in the Branch that will fulfill all DOS systems requirements and standards.  Establishes program goals, objectives, policies and workload measurements and standards that are designed to facilitate efforts to ensure the integrity of the Department’s integrated system capability. 

 

Carries out related duties and responsibilities typical of a first level supervisory position in DOS, such as establishing goals, objectives and plans for the staff; determining priorities and planning the work to be performed; and, ascertaining the resources needed for accomplishment of the work.

Applicants applying for the GS-14 grade level must meet the following requirements:  Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

 

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  

AND

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: 

Experience in and skill in IT infrastructure, functions, work processes/programs in large organizations, as well as an expert analytical ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to problems which will increase the effectiveness of the organization's IT programs.
Experience in and skill to identify emerging configuration management policy and planning technology and their applications to the organizations' business processes. 

 

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the
    work of others;
  • Objectivity and fairness in judging people
    on their ability, and situations on the facts
    and circumstances;
  • Ability to adjust to change, work pressures,
    or difficult situations without undue
    stress;
  • Willingness to consider new ideas or
    divergent points of view; and
  • Capacity to "see the job through."

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
