JOB SUMMARY:

The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research training and data analysis programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.

This position is located in the Research and Innovative Technology Administration (RITA) in Washington, D.C. where the successful candidate functions as RITA's Civil Rights Equal Opportunity Specialist. In this capacity, the successful candidate is responsible for RITA's civil rights programs and equal opportunity programs and for policies that cover civil rights actions and initiatives within the organization. Additionally, the successful candidate is charged with ensuring that RITA is in full compliance with all administrative, legal and operational civil rights requirements established by the Department of Transportation or other appropriate Federal agencies.

RITA is looking for an experienced motivated and self-reliant candidate willing to learn and adapt to change in working with skilled professionals who ensure the safety and fairness of the transportation industry.  This position is located in the New DOT building, which sits directly across the street from the metro and blocks away from the new National’s Baseball stadium. RITA has flexible work schedules and flexible health benefits.

As a Supervisory, Equal Opportunity Specialist, you will:

  • Develop and implement RITA’s affirmative employment, equal employment opportunity, and diversity programs, in accordance with the requirements of Equal Employment Opportunity Management Directive 715, and Sections 501 and 508 of the Rehabilitation Act of 1973.
  • Ensure RITA complies with affirmative employment program instructions issued by the Equal Employment Opportunity Commission (EEOC) and related guidance issued by the Departmental Office of Civil Rights (DOCR).  
  • Assist the Administrator, Deputy Administrator and Assistant Administrator for Administration in establishing RITA-wide objectives, consolidate and submit RITA-wide multi-year affirmative employment program plans, provide current guidance for the development of program plans to all component/field installations, develop systems for evaluating program effectiveness.
  • Assist the Administrator, Deputy Administrator and Assistant Administrator for Administration in ensuring that all managers are held accountable for the achievement of affirmative employment objectives and the fulfillment of equal employment opportunity requirements and objectives established by RITA.  Provide guidance to RITA managers on the attainment of their organizational EEO goals.
  • Provide management advisory services and liaison to all organizational levels within RITA regarding emerging and future advances in EEO/Civil Rights applicable to the recruitment and placement efforts.  Initiate outreach efforts internal and external to RITA and DOT to support recruitment and placement programs.

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

LEVEL

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:

GRADE 14

  • Experience managing, organizing and evaluating equal employment opportunity and civil right programs agency-wide/corporate wide to achieve mission objectives and project milestones.

GRADE 15

In addition to the GS-14:

  • Experience providing technical guidance related to legal or human resource programs to achieve mission objectives and project milestones.

CONDITIONS OF EMPLOYMENT:

  • Males born after 12/31/1959 must be registered for the Selective Service.
  • You must complete a one-year supervisory probationary period (unless already completed).
  • Government Travel Card - You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
  • Time-in-Grade - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
  • You must be willing to travel up to 25% to support RITA offices located outside of the National Capital Area.
