JOB SUMMARY:

The Vehicle Research and Test  Center (VRTC) located in East Liberty, OH is NHTSA’s primary testing facility responsible for crash tests and safety defect investigations. The majority of VRTC staff is comprised of a variety of technical and professional personnel, both federal and contractor employees. 

This vacancy announcement seeks to hire one (1) Contract Specialist to provide direct, on-site support to VRTC. As VRTC’s sole Contract Specialist, you will be working independently to provide professional acquisition support to VRTC’s various research, testing, and other activities.  Although physically located in East Liberty, OH, you will fall under the supervision of the Director, Office of Acquisition Management (OAM) and one of the two Team Leads located in Washington DC.  In your capacity as VRTC’s contract specialist, you will serve as the “procurement expert” in various  acquisition teams as well as provide general acquisition support to VRTC management.  To perform successfully, you will be required to possess in-depth knowledge of different contract types (e.g.  FFP, IDIQ, T&M, Cost Reimbursement, Task/Delivery Orders, Purchase Orders, Government Purchase Card Transactions) as well as inter/intraagency agreements.  You will be required to have a general understanding of the appropriate use and administration of assistance agreements (both grants and cooperative agreements).  Cradle to grave acquisition knowledge is also required.

This position is best suited for a mid-level contract specialist who is self-motivated, thrives in a dynamic, challenging and fast-paced working environment, is well organized and able to multi-task, has excellent communication skills, and enjoys providing outstanding service to its customers.

As a Contract Specialist, you will:         

  • Provide sound advice to program personnel on how to develop legally-binding procurement documents.
  • Determine appropriate procurement instruments to be used.
  • Draft solicitation and award documents.
  • Conduct cost/price analysis of proposals;
  • Conduct negotiations with prospective contractors.
  • Keep OAM management informed of issues of interest;
  • Keep appraised of changes to procurement policies and procedures; and
  • Ensure that FAC-C certification and training requirements are kept current. 

Perform contract administration functions to include:

  • Ensuring all terms and conditions of awarded contracts are complied with:
  • Drafting contract modifications;
  • Reviewing and approving invoices;
  • Meeting with program and contractor personnel to discuss problem areas and developing solutions to those problems.

To meet the minimum qualifications for this position, you must meet the mandatory education AND specialized experience requirements.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 12
  • Experience applying contracting methods and contract types relating to the performance of pre-award, post-award, and/or contract price/cost analysis functions.
  • Experience negotiating and administering contracts, grants, cooperative agreements, and interagency agreements for study efforts, technical services, hardware, and research and development.

MANDATORY EDUCATION REQUIREMENTS:

  • A. A 4-year course of study leading to a bachelor's degree with a major in any field;  OR
  • B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-9 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

  • C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

PLEASE NOTE: This Position has Mandatory Education Requirements; Transcripts are required.

Applicants cannot be promoted to the GS-13 without meeting all educational and experience qualifications for the GS-13.

 

 

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • GOVERNMENT TRAVEL CARD: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment.   • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
