JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

**Position based upon availability of funds, not to exceed completion of project or one year (whichever occurs first).   This appointment may be extended up to a maximum of one additional year for a total of two years upon approval of the Human Resources Office.

MILITARY GRADE REQUIREMENT:  Enlisted

NOMINATING OFFICIAL:  Lt Col Paul Jara, Supervisory Architect/Engineer

DUTY LOCATION:  189th Airlift Wing (AW), Arkansas Air National Guard (AR ANG), Little Rock Air Force Base (LRAFB), Arkansas 

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard.  Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 3DXXX.  Must become compatible in the AFSC within 12 months of appointment.  Must possess or be able to obtain a Secret Security Clearance.

The selectee assists in managing the Internal Management Control Program (IMPC).  Assists the Commander, Chief of Staff, Director of Staff,Inspector General and Command Chief with planning and coordination of the Command Inspection program.  Assists in the development of inspection schedules; coordination of timetables with staff directorates and major commands; development of areas of inspection through analysis of prior inspection reports and identification of previous problem areas.  Reviews after action reports submitted by units to help identify ongoing problem areas.  Coordinates review of reports with the Inspector General when requested.  Oversees the Officer Evaluation Program.  Assists in the development of policy letters which may require researching applicable directives from higher authority, to ensure conflict will not result from issuance of new policy.  When assigned by the Commander, supports unit personnel in their computer needs by answering routine questions and bringing issues and problems to the attention of Information Management personnel.  Maintains and administers multiple support budgets for the Commander's Office. Maintains all files and records.  Receives, inputs, monitors, and records all expenditures.  Receives, obligates and disperses funds for accounts.  Reconciles and audits accounts.  Prepares and submits required reports.  Resolves problems, issues, and conflicts within the budgets.  Sets up controls to monitor expenses during the year and recommends budget adjustments.  Processes orders for the section, to include preparation, publication, distribution and tracking of civilian and military travel orders; annual training, special training, and other orders, to include special authorizations.  Maintains personal contact with functional managers to discuss administrative practices and services, provide technical advice, and guidance, and recommend methods and procedures where necessary. Controls access to the Commander and Staff.  Maintains their calendar and schedule of appointments.  Makes all necessary arrangements for conferences, meetings, and travel.  Receives visitors and telephone calls for the Commander, Chief of Staff, Director of Staff and Command Chief. Tracks and reviews incoming correspondence, publications, regulations, and directives, which may affect the supervisor, or programs within the supervisor's purview.  Provides for control of all classified documents for the Command Administrative Office.   Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS:  Must have at least 12 months  experience that provided a working knowledge of administrative functions and the interpretation and application of regulations, procedures and laws.

PLACEMENT FACTORS:  Applicants should demonstrate through prior experience, education and training the following:  (1) Practical knowledge of an extensive body of program analysis technical rules, guidelines, regulations, and precedents to provide sound recommendations to the Air Commander.  (2) Skill in applying basic data gathering techniques in order to develop trends and analysis tools using data from reports.  (3) Knowledge of the duties, priorities, commitments,basic policies and program goals of the organization sufficient to perform comprehensive administrative support assignments.  (4) Knowledge of general office automation software, practices and procedures to develop detailed charts and graphs.  (5) Skill in typing to accomplish word processing and office automation tasks.  (6) Completion of appropriate technical school/Career Development Courses (CDCs).

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference.  Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment.  Initial in-processing of new employees will include enrollment procedures.  Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR).
