This position is located in the Division of Risk Management Supervision, various locations in the Atlanta Region of the Federal Deposit Insurance Corporation and provides support in the areas of loan review.

 

The range of pay shown includes base pay plus supplemental locality adjustments.  The locality rates for these duty locations range from a low of 5.22% to a high of 14.63%.  Pay will vary by grade level and the locality rate for the geographic location where the position is located.  For more on FDIC locality rates, click here.

 

The candidate selected will be offered a term appointment not-to-exceed 2 years, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations.

Engages in the review and classification of credits consistent with the Risk Management Manual of Examination Policies.

Evaluates loan underwriting and credit administration practices (i.e., term and structure loans, including length, interest rate, conveyances and pay terms, work-out strategies); and evaluates performance on correcting issues specified in formal and informal enforcement actions related to the lending function.

Determines if loan underwriting terms conform to the bank's policies, to governing laws and regulations, and to accounting principles (ASC 310 and 450, non-accrual, RTD, etc).

Prepares a list of Technical Exceptions (documentation dependencies) for bank management; prepares loan write-ups to support Items Subject to Adverse Classifications; and prepares and discusses questions about specific loans and file documentation with bank management and conveys reasons for an adverse or Special Mention classification.

Discusses findings with the examiner-in-charge and makes recommendations regarding deficiencies identified in specific loan reviews.

Reviews compliance with legal lending limits and insider lending laws, and identify concentrations of credit; analyzes financial information, file documentation, and collateral evaluations; reviews and evaluates other real estate files for proper documentation (e.g., title, lien position, appraisal, holding period, insurance coverage) and accounting treatment; and prepares ORE line sheet based on analysis and assigning classifications.

Applicants must possess one year of specialized experience equivalent to the grade 9 level in the federal service; OR have a PH.D or equivalent doctoral degree or 3 years of progressively higher level full-time graduate education leading to such a degree; or an LL.M in the following Major Field of Study: Finance, Business Administration, Economics, Accounting, Banking and Credit, or other fields related to the position of loan review specialist; OR possess a combination of both education and experience. Specialized experience is defined as experience performing financial analysis and evaluation of work requiring a comprehensive knowledge of (1) corporate finance and any specialized experience fields of finance required such as finance, securities, international finance, money and securities markets, investments and banking, and (2) the financial and management structures, operations, and practices of corporate and other organizations. Examples of specialized experience include: serving as a loan review specialist, credit analyst, or loan officer, employed by, consulting to, auditing or examining insured financial institutions which involved performing the following types of work: loan portfolio review; recommending credit quality ratings to bank officials or overseeing regulator, ascertaining bank management's methods for identifying, measuring monitoring and controlling credit risks. This work must have required extensive skill in loan credit analysis of repayment capacity, financial strength and collateral protection. In addition, applicants must have experience working in a stressed economic environment where they have served: as a regulator at an insured depository institution who has independently assessed the quality of a moderately complex loan portfolio that included any of the following: Equity "kickers" or participations associated with Acquisition, Development and Construction lending; Mezzanine Financing; Interest reserve funds; Creative restructuring of commercial and commercial real estate loans; or Large concentrations of commercial real estate loans held by one institution; OR as a credit analyst/officer at an insured depository institution who has analyzed and/or assigned credit quality reviews on a moderately complex loan portfolio that included any of the following: equity "kickers" or participations associated with Acquisition; Development and Construction lending; mezzanine financing; interest reserve funds; creative restructuring of commercial and commercial real estate loans; or large concentrations of commercial real estate loans held by one institution; OR as a bank auditor or independent outside consultant who has analyzed and/or assigned credit quality reviews on a moderately complex loan portfolio of that included any of the following: equity "kickers" or participations associated with Acquisition, Development and Construction lending; mezzanine financing; interest reserve funds; creative restructuring of commercial and commercial real estate loans; or large concentrations of commercial real estate loans held by one institution.
