The Bureau of the Fiscal Service promotes the financial integrity and operational efficiency of the U.S. government through exceptional accounting, borrowing, collections, payments, and shared services. 

The incumbent serves as a Computer Facility Planning Specialist in the Office of Information and Security Services (ISS), Division of Infrastructure Management, Data Center Branch.  The incumbent assists with the operation, development and maintenance of Public Debt's centralized computing and telecommunications facilities.  The incumbent manages day to day operations and supervises construction and improvement projects relative to these facilities and keeps senior management informed of schedules and progress.

    As a Computer Facility Planning Specialist you will: 

    • Serve as the technical representative for ISS to the Bureau of the Public Debt, Public Debt’s IT customers, General Services Administration (GSA), other government agencies, and outside contractors.
    • Maintain current technical knowledge.
    • Manage the operations of all environmental controls (electric, temperature, humidity, etc.) for communications closets, switch rooms, and data centers.
    • Manage the operations of the Emergency Power Generators for the computing and telecommunications facilities.
    • Develop and maintain CAD drawings for Public Debt’s data centers, special purpose spaces, and Contingency spaces within ISS.  Responsible for management of:  physical facility layouts; electrical power and capacity; HVAC; water and heat sensing devices; and other infrastructure and mechanical components specific to these areas. 
    • Research, prepare and present reports of a highly technical nature.
    • Prepare technical requirements and recommendations for acquisition of computer equipment to ensure they are consistent with computer facilities standards.  Evaluate vendor proposals for adherence to technical specifications in response to the request for proposal.
    • Prepare cost estimates for changes, upgrades, and enhancements to the computing facilities. 
    • Represent the branch, division, or office at meetings.  Develop and recommends new or revised policies and objectives in computer facility planning matters to include: formulation of objectives, formulation of standards, methods and procedures regarding the use of computer facilities, including primary, backup or alternate sites.  Identifies, and explains possible solutions to problems.
    • Manage and anticipate potential space utilization problems and develop plans for resolution.
    • Develop and maintain Security Plans for Public Debt’s Building Management and Monitoring system within the Data Centers. 
    • Provide technical guidance to the lower graded team members, equipment analysts, computer programmers, software specialists, and users regarding their role in the overall facility management effort.
    • Manage, evaluate and install all electrical circuit installation for the Data Centers as well as managing and maintaining all electrical circuits/electrical power systems for the Data Centers.
    • Responsible for the installation and management of all data cables and fiber installations in the Data Centers.
    • Manage asset control, track and maintain accountability for all equipment in the Data Center and OIT Resource Areas.

    You must meet the following requirements within 30 calendar days after the closing date of the announcement.


    For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience including extensive knowledge in the operation, development and maintenance of a centralized computing and telecommunications facility and experience in the installation of computer equipment including servers, networking devices and telecommunications equipment.  This includes a minimum of one year of experience in managing, evaluating and installing all electrical circuit installations and all data and fiber cable installations and infrastructure at a computing and telecommunications facility.

    In addition to the above requirements, you must meet the following, if applicable:
    Time In Grade: For the GS-12, you must have been at the GS-11 level for one year.
