JOB SUMMARY:

Rhode Island National Guard

The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Rhode Island Air National Guard must be eligible for immediate membership and employment in the Rhode Island Air National Guard in the military grade listed in this announcement.

Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment COULD be converted to permanent action without further competition.

Veteran's Preference does not apply to the National Guard Excepted Service.

Permanent Change of Station (PCS) relocation allowance NOT authorized.

 

The purpose of this position is to serve as Computer Network Operations (CNO) Team Technician, ensuring the confidentiality, integrity, and availability of information systems, networks and data through the enhancement of Department of Defense (DoD) information systems security programs, policies, procedures and tools.  Enhancement of information systems security programs, procedures, and tools are specifically accomplished by conducting vulnerability assessments and Opposing Force (OPFOR) tasking of planned and installed information systems and ensuring all protection needs are met. 

KEY REQUIREMENTS

  • Must be a member of the RIANG, or willing/ eligible to immediately enlist.
  • Must hold, or be eligible to hold a rank of A1C (E-3) thru TSgt (E-6).
  • Assignment in the Rhode Island Air National Guard in AFSC

Brief Description of Duties:  Performs information operations that protect and defend (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation.  This includes providing for restoration of information systems by incorporating protection, detection, and reaction capabilities.  Conducts risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs.  Performs vulnerability assessments, OPFOR, and other operational tasking. Operates fixed and deployed communications-computer systems.  Performs activities such as configuring and monitoring hardware and software for systems operation, processing and control of data flow, and client-server multi-user system support, including network management or administration.  Performs microcomputer fault isolation and restoration actions. Evaluates and assesses vulnerabilities of customer network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, and concentrators.  Conducts evaluations to ensure compliance with applicable standards.  Ensures system backups are performed to ensure expedient restoration of the database for the respective network equipment.  Evaluate effectiveness of customer network firewalls. Analyzes equipment and software reliability and suitability for vulnerability assessment utilization.  Conducts analyses of network usage, hardware and software capabilities, ineffective practices or procedures, equipment shortcomings, and other relevant factors.  Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment.  Uses benchmarks, performance measurement, and evaluation data, in conjunction with vulnerability assessment techniques.  Develops recommendations or proposals involving a variety of specialized systems and to improve operational efficiency.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. 

 

SPECIALIZED EXPERIENCE:  Must have at least 24 to 36 months experience, education, or training in analysis of the interrelationship of pertinent components of the system that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. 

 

MILITARY REQUIREMENTS: Employment in this position requires membership within the 102 NWS, Rhode Island Air National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be AFSC qualified within one year of placement action.

 

Military Grades: E - 3 (A1C) thru E - 6 (TSgt).

Substitution of education for specialized experience: At the GS-9 level, a master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.  At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.  Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field

Requirements:

Incumbent must maintain membership in the Rhode Island Air National Guard.
