Perm Internal Air Force Employees Only


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

-As a Supervisory Information Technology (IT) Specialist, manages and oversees work related to IT policy and plans to include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resources management, knowledge management, architecture and infrastructure planning and management, auditing, and/or information security management. 

-Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.

-Directs organization personnel supporting test and evaluation of new or evolving technologies.

-Performs the senior technical evaluation of all systems proposed for operational implementation on behalf of the Commander.

-Represents the Commander in identifying requirements and resources, and coordinates and justify development projects supporting the information warfare needs of the AF, Air Component, and Joint Commanders, and coordinates operations planning with development planning to meet combat objectives. 

-Develops briefings and papers for organization and AIA commanders, NAF and MAJCOM commanders, AF, and Joint Staff.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

3.    Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.  Examples of creditable experience include:  manages and oversees work related to IT policy and plans to include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resources management, knowledge management, architecture and infrastructure planning and management, auditing, and/or information security management and analyze complexities of existing technology, review/revise/develop policy, initiates plans for enhancements, and provide management sufficient technical and cost of analysis information.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.    Knowledge of a wide range of IT principals, concepts, and methods; as well as expert knowledge of systems architecture, integration techniques, and testing methods.  Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 

2.    Knowledge of the organization’s policy and planning formulation process along with its mission and objectives to prepare IT polices and plans.  Knowledge and ability to oversee financial management for a $24M annual squadron budget, and in depth knowledge of budgetary processes, cost benefits analysis methods, and analysis of performance date to prepare persuasive budget recommendations and support of IT requirements.

3.    Ability to analyze complexities of existing technology, review/revise/develop policy, initiates plans for enhancements, and provide management sufficient technical and cost of analysis information.

4.    Ability manage a large-scale workforce for 24/7/365 operations, and ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff for an organization to meet program requirements and objectives within available resources.  Knowledge of safety, security, and EEO regulations, practices, and procedures.

5.    Knowledge of security procedures to maintain control of classified material.

6.    Knowledge of strategic planning, architectural analysis, programming, requirements analysis, and reviews to develop AF enterprise planning, operations concepts and roadmaps for AF wide implementation.  Knowledge of current Network Defense systems, tools, techniques and procedures to support the 381 man AF enterprise NetD Operational mission, and knowledge of NetD play in AF and Joint exercises.

7.    Skill in the theoretical and practical foundations of computer and network engineering principles, including computer hardware and software capabilities, multiple operating systems, telecommunications, intrusion detection capabilities and techniques, networks, and computer security.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 



1.     Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of the position.

2.     This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 

3.    Position may require temporary duty travel (TDY) utilizing military and/or commercial transportation.

4.    The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

5.    Information Assurance Certification is a condition of employment.  This position includes information assurance (IA) work as a paramount duty requirement.  Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.  A waiver of this six month requirements may be granted per DoD 8570.01-M, C3.2.4.3.  Failure to receive the proper IA certification may result in removal from this position. 

6.    This is a Key Position.  Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. 

7.    Mobility is a condition of employment.  The employee must sign an Air Force-wide mobility agreement.
