This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

·   Serve as a warranted Procuring Contracting Officer.  Perform pre/post contract award functions for highly complex, high monetary value, long term acquisitions for a major weapons system.

·   Develop goals and objectives that integrate organization and contracting objectives.  Research, interpret, analyze and apply agency specific guidelines, statutes, acquisition laws and precedents, Federal regulations and agency contracting directives and policies.

·   Balance workload and provide advice, guidance and directing on a wide range of (functional area) and administrative issues.  Coordinate with other organization managers and customers as appropriate.

·   Advise and provide counsel to employees regarding policies, procedures and directives of management.  Select or recommend selection of candidate for vacancies, promotions, details and reassignments in consideration of skills and qualification, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives.

·   Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.  Research and determine or recommend appropriate actions or interpretation of issues that impact organization, installation, command or agency.

 

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

BASIC REQUIREMENTS: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). 

 

NOTE:  The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000.  Current members of the armed forces (that self-nominate prior to retirement/separation), and current DoD employees are exempt from the basic requirements if: served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty.

 

AND

 

SPECIALIZED EXPERIENCE:  In addition to meeting the basic requirements above, applicants must have completed all contracting courses required for Contracting Officers and have at least two (2) years of specialized experience in contracting positions in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions, of which 52 weeks must have been equivalent at the GS-12 level or qualifying pay band or other pay systems.  Specialized experience is experience that may have been gained while ensuring successful market research, acquisition planning, acquisition, contract performance management and interpretation of contract law in order to establish the best, most efficient contracting strategies in support of the operational contracting vision, mission, goals, and objectives.

 

 

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

1.    Knowledge of government and agency-specific guidelines, including statues, regulations, policies and procedures.

2.    Knowledge of business practices and market conditions applicable to acquisition requirements.

3.    Knowledge of assigned contracting and procurement specializations and applicable contract types.

4.    Skill in the use of computer systems and business software and automated acquisition system (Con Write).

5.    Ability to supervise.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Position is designated critical-sensitive and incumbent must be able to obtain and maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed. 

·        Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air force, national security and public safety.  Appointee must sign a statement acknowledging the position occupied is a TDP.

·        Travel in military or commercial aircraft may be required in the performance of temporary duty.  

·        This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).

·        Employee must meet or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.

·        Employee is expected to meet Continuing Acquisition Education requirements.

·        Must be a warranted Procuring Contracting Officer.

·        Employee is required to submit an initial and annual SF-450 (Financial Disclosure)
