You must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level that has equipped you with the necessary knowledge skills and abilities to perform successfully the duties of the position.
- To qualify for the GS-13, you must have one year of specialized experience at the GS-12 level or equivalent. Specialized experience is defined as experience with developing and implementing business and trade related capacity building programs in stabilizing markets; experience with advising U.S. and foreign government officials on developing environments conducive to trade, investment, and the private sector; and experience developing and implementing trade missions abroad and reverse trade missions to the United States.

HOW YOU WILL BE EVALUATED:
We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position. If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/ No, Multiple Choice questions) and place you in one of three pre-defined categories. These categories are "gold," "silver," and "bronze." However, your resume and/or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered. Candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview. 2-Knowledge of basic business skills particularly pertaining to priority sectors-mining, agribusiness, construction, rugs, and information technology.
3-Knowledge of commercial skills needed by government entities to support commercial development.
4-Skill in preparing and managing the preparation of detailed reports on foreign countries business environment and industry sectors including supply chain analyses.
5-Knowledge of laws, regulations and practices that stimulate economic growth.
6-Effective written and oral communication skills.
