The Nurse Executive is a member of the West Palm Beach VA Medical Center QUADRAD, the senior executive management team.  The Nurse Executive is involved in strategic planning, organizational assessment, and program development.   The He/She has the authority and responsibility for establishing standards of nursing practice and ensuring the continuous and timely availability of quality nursing services.   He/She is the chief spokesperson for organized nursing services and is the catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goal.  The Nurese Executive provides executive-levle organization and leadership skills to develop and mentor a highly effective and diverse workforce, to improve overall health care operations, to promote an environement that supports excellence in customer service, and to support strategic planning activities.   

The Nurse Executive maintains comprehensive nursing programs to ensure compoliance with VA Directives, Joint Commission and other interanl and external regulatory requirements.

Duties of this position include, but are not limited to:

 

-           Participates as an active member of the Medical Center's Executive Management.

-           Ensures appropriate nursing practice throughout the Medical Center by establishing local policy and process and reviewing all actions of the RN and LPN Nursing Professional Standards Board.

-     Ensures safe practices within the Sterilization and Processing Service. 

-     Serves as the lead for Reusable Medical Equipment Initiatives across the Medical Center.

-           Participates with other nursing leaders and leaders from the governing body, management, medical staff, and clinical areas in planning, promoting and conducting organization-wide performance improvement activities.

-           Coordinates and manages diverse, multi-faceted health care functional areas to assure efficient and effective support of the Medical Center's operations and strategic mission and goals.

-           Provides and organizational structure to facilitate and ensure effective patient care services and proved staff with opportunities for professional growth.

-           Development, administration, and evaluation of a comprehensive program that recognizes and promotes customer satisfaction.

-           Mentor and coach staff and aspiring leaders.

-           Establishes a climate within the service that promotes and optimizes patient care.

-           Develops policy related to professional practice and relevant statutes and regulations on community, regional, and/or national levels.

-           Serves as an expert to communicate nursing and health care trends and issues at the local, regional, state, and/or national level.

-           Promotes an environment that supports the conduct and utilization of research in practice and a spirit of inquiry.

PHYSICAL REQUIREMENTS: The physical requirements of this position include lifting, prolonged standing and sitting, frequent bending, walking (distance), climbing (steps, ladder, etc, reaching (overhead, extensive/repetitive), repetitive motion and stooping.  The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking.  The environment's pace can vary from steady to a sometimes fast pace requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes in a sometimes noisy environment.  There may be the need to use personal protective equipment to prevent exposure to disease, illness and hazardous materials.  The use of safe patient handling equipment is required when appropriate to prevent potential injury to both patients and staff.

Citizen of the United States.  Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.    Must be proficient in spoken and written English.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.   Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.    Education/Experience Requirements: 

 

·          Nurse V- Master's degree in nursing or related field with BSN OR Doctoral degree (preferred) in nursing or related field.

·          Five years of increasing complex and progressive clinical and leadership/management experience.

·          High degree of leadership, motivation, self-direction and initiative in the implementation and evaluation of programming that has the scope, impact and complexity at the organizational level.

·          Comprehensive knowledge of principles and practices of management and organizational development and change, with emphasis on the ability to work effectively with others, group process, team building, allocation of resources, and implementing evidence based practice and health care improvements.
