DUTIES: This position is located within the Office of the Director and provides support to the Associate Director at the Veterans Affairs Medical Center in Montrose, New York. Duties include but are not limited to:

  • Performs all administrative duties in support of the Executive Office;
  • Performs personnel management, budgeting/financial management, and procurement/contracting work;
  • Evaluates and provides recommendations on administrative programs or issues;
  • Oversees all logistics planning and preparation for meetings, including scheduling, mailings, travel, lodging arrangements;
  • Manages and prepares responses to correspondence;
  • Tracks and ensures reports are completed and submitted in a timely fashion;
  • Serves as Contracting Officer’s Technical Advisor (COTR);
  • Implements policies, procedures and controls necessary to ensure effective program management;
  • Maintains and analyzes records of such factors as cost control, performance and resource management.


Work Schedule: Monday thru Friday 8:00am – 4:30pm

REQUIRES: One (1) year of specialized that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Examples of specialized experience include: applying analytical methods and techniques to evaluate the effectiveness and efficiency of administrative services; formulating recommendations to modify procedures and practices to improve the effectiveness of administrative services; providing administrative services essential to the effective operation of an executive office; experience with personnel management; experience with financial management/budgeting; experience with procurement, contracting; using Microsoft Excel to create formulas, graphs, spreadsheets; and composing correspondence and reports. To receive credit for these skills, they must be documented in your resume.




SUBSTITUTION OF EDUCATION: A master's degree, equivalent graduate degree or two (2) full years of progressively higher level graduate education (18 semester hours is usually the equivalent of one full year) leading to such a degree or LL.B. or J.D., if related, from an accredited institution that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-09 grade level. If you are using education to qualify, transcripts are required.




COMBINATION: A combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position is fully qualifying at the GS-09 grade level. If you qualify by a combination, your experience must be documented in your resume and transcripts are required.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Applying analytical methods and techniques to evaluate the effectiveness and efficiency of program operations.

2. Knowledge of administrative support programs.

3. Knowledge of procurement policies and procedures.

4. Knowledge of tasks related to human resources management.

5. Knowledge financial management and budgeting.

4. Knowledge of a variety of computer software programs in order to create/edit documents, update/track data, etc.


PHYSICAL REQUIREMENTS/WORK CONDITIONS: The work Is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
