This position is located in the Office of the Executive Secretariat (OES) within the Office of the Chief Executive Officer (OCEO) of the Millennium Challenge Corporation (MCC).

Serves as the executive secretary and coordinates activities and operations of the Executive Secretariat, to include but not limited to the following: 

  • Management of correspondence, memoranda, and documentation and scheduling requests, reporting directed to the Chief Executive Officer (“CEO”); sets standards for document preparation and distribution, providing editing and formatting to finalize CEO communications.  
  • Operation and maintenance of the executive secretariat database for creating, tasking, monitoring, clearing, and recording communications, scheduling, and records management; providing information on the agency and CEO’s interactions and communications with  counterparts and stakeholders in support of agency-wide coordination of CEO actions and messaging.
  • Task MCC departments for action or information, respond to or initiate CEO communications, drafts and documentation for CEO signature, schedule requests for CEO attendance, and agency reporting; prepare reports to monitor scheduling and CEO communications; resolves and records staff comments and recommendations for action through the OES clearance process.
  • Management of the interagency review process for CEO correspondence addressed to heads of state through liaison with the State Department and National Security Staff regarding sensitive and high-level CEO communications. 
  • Review of administrative policies, procedures and management processes of the OES and OCEO; coordination of agency projects to include conducting research, gathering data, analysis, ensuring that relevant facts are presented, developing options and recommendations, and providing comprehensive reports.
  • Develop and recommend improvements to administrative program policies, practices, and methods.

To qualify for pay band 4a level you must meet the following:

Have at least one year of specialized experience comparable to the MCC Pay Band 4b or GS-12 or an equivalent level, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. This experience must include activities such as: 1) drafting, editing, finalizing, facilitating and clearing CEO or Head of State-level communications; 2) experience with document and information managements systems, including advanced experience in software and database applications; 3)  serving as a liaison or point of contact between staff and management, management and other federal agencies, and management and external counterparts; 4) evaluating and recommending improvements to  administrative program policies, practices, and methods; and 5)  managing and organizing high level, voluminous communications, scheduling, and reporting activities. NOTE: This experience MUST be well documented within your resume or application.

  3. Knowledge of correspondence and document information management systems, including advanced experience in software and database applications.
  4. Experience organizing high level, voluminous communications, scheduling, and reporting, including project tracking.
  5. Knowledge of administrative program polices practices and methods in order to develop, evaluate and recommend improvements and serve as liaison or point of contact.
