The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections, and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States.  ORA also develops FDA-wide policy on compliance and enforcement.

WHO MAY APPLY:  This vacancy is open to current permanent (career/career-conditional appointments) employees of the Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA) ONLY.  Current FDA/ORA employees serving under a Schedule-A appointment are eligible for consideration. The salary listed in the vacancy announcement is at the base level.  The geographical locality pay will be determined at the time of selection.

The Food and Drug Administration (FDA) is the federal scientific and law enforcement agency with the legislated responsibility to protect the Nation's public health as it may be impaired by food and food additives, drugs, biological products, cosmetics, medical devices and radiation emitting products.  Through its regulatory role, FDA programs directly affect multi-million dollar industries and protect the public health of hundreds of millions of consumers.   

The Management Analyst position is located in ORA Headquarters Offices in various locations .  The FDA's Office of Regulatory Affairs (ORA) is the office for all FDA Field activities as well as providing FDA leadership on imports, inspections, and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United State.  ORA also develops FDA-wide policies on compliance and enforcement.  

The purpose of this position is to perform analytical assignments of limited scope that may require the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.

MANAGEMENT ANALYST-12

Using qualitative and quantitative analysis techniques analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.  Identifies best practices and advises management on how they could be adopted throughout the organizational unit.  Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to management.  Studies address issues such as the efficiency and effectiveness in organizational design; overlaps in management support services and/or the need for consolidated functions; and developing or modifying procedures for carrying out managerial or administrative functions within the organization.  

Individually or as a team member, participates in surveys, studies and other investigations of management practices and administrative operations to determine the adequacy of present systems and to improve organizational operations.  Conceptualizes and develops study plans, conducts fact finding, analyzes data, and prepares and presents findings and recommendations.  Recommends new systems and processes to fill gaps and to streamline and/or automate processes.

Develops policies, guidelines, instructions, and procedures for administrative and management requirements.  Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.  Advises managers and program officials on management policies and procedures including actions to be taken to accomplish work in accordance with established requirements. 

MANAGEMENT ANALYST-13

Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.  Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization.  Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.  Problems and issues addressed involve such complex matters as efficiency and effectiveness in organizational design; overlaps in management support services and/or the need for consolidated functions; or developing or modifying procedures for carrying out managerial or administrative functions.

Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.  Designs and conducts time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies.  Devises analytical approach for the conducts of such studies, formulates methodology and evaluates alternative courses of action.  Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conducts of the program.  Develops implementation plans with milestones, timetables, audit trails and evaluation procedures.  Conducts data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals. 

Reviews and evaluates managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations.  Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.  Advises managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.

Applicants must meet all qualification requirements by the closing date of this vacancy announcement:

GS-12: one year of specialized experience at least equivalent to the GS-11 level of Federal service. 

GS-13: one year of specialized experience at least equivalent to the GS-12 level of Federal service. SPECIALIZED EXPERIENCE:   Experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position, and that is typically in or related to the position to be filled which includes knowledge of program and data management; in-depth experience in analyzing statistical data and conducting research studies in order to evaluate efficiency and effectiveness of programs; and experience identifying problems in program areas and implementing or recommending solutions.
Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

TIME-IN-GRADE REQUIREMENT : In addition to the specialized experience requirement, applicants must meet the following time-in-grade requirement within 30 days of the closing date of this announcement.

GS-12: Applicants must have 52 weeks at the GS-11 or higher. 
GS-13: Applicants must have 52 weeks at the GS-12 or higher.
