The purpose of this position is to perform a variety of management analysis assignments that involve the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.  Analyzes and evaluates the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.    Provides advice, guidance, and assistance to management in a wide variety of management services areas with an emphasis on improving organizational efficiency and productivity.   Compiles data and prepares administrative status reports for review at all levels. Reviews internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings. Evaluates the quality, effectiveness, and responsiveness of the management services and in identifying areas for potential improvement.   Analyzes and evaluates the effectiveness of segments of managerial operations in meeting established goals and objectives. Develops  policies, guidelines, instructions, and procedures for administrative and management requirements.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.

Applicants must have at least one year (1) of specialized experience equivalent to the GS-09 grade level in the Federal service  performing management and program analysis, studies, and/or utilizing qualitative and quantitative methods for analyzing results and making recommendations related to the effectiveness and efficiency of program administrative operations regarding human resource issues and systems including Position Based Management System (PBMS) and Property Management Information System (PMIS).

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
