The WJB Dorn VAMC located in Columbia, SC is recruiting for a Telephone Operator in the Stakeholder Relations Department. The incumbent will serve as a telephone operator for a four position (console) telephone system equipped with 45 bothway trunks, 23 FTS lines, 12 tie-lines, 24 Direct-Inward Dialing (DID) trunks, and approx 2,185 internal phone lines. Receives calls consisting of local, long distance, conference calls, and FTS; handling both routine and complex calls. Records long distance commercial calls that will appear on the medical center telephone bill. Enters FTS call requests from restricted calling locations in the facility systems local operating system and does monthly telephone audit. Handles emergency situations that require locating doctors, relatives of patients and maintenance personnel. Programs and operates the medical center paging system which provides pager service for over 400 radio pagers. Maintains a daily roster of all on-call physicians/technicians as well as roster of key personnel to contact in the event of various types of emergency situations. Monitors and maintains logs for telephone alarms, reporting troubles as appropriate to the contractor's technician, local carrier and long distance carrier(s). Operates two-way base radio station, maintaining call signs for personnel who must be contacted routinely or for emergency purposes. Functions as the sole responsibility to alert the Mayday team when notified of a medical emergency. Monitors and performs daily testing and logging of central medical gas and other emergency alarm systems. Monitors medical center video surveillance system after-hour normal business hours and reports suspicious or unusual activity to medical center security personnel. Performs other duties as assigned.

Work Schedule: Rotating shifts, covering multiple tours and days of the week that provide 24/7 coverage.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement


Specialized Experience: Applicants must have One year of generalized experience equivalent to at least the next lower grade (GS-03) in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to: data entry, answering mulitiple phones lines, maintaining logs, clerical work, office experience, front desk clerk, etc.


Two full years (60 semester hours) of successfully completed education above the high school level that is directly related to the position, for which high school graduation, or the equivalent, is a prerequisite. To be creditable, this education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (You MUST submit transcripts or proof of education to verify your claim)



Applicants may also combine education and experience to qualify at the GS-04 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Physical Requirements: Telephone Operator Functional Requirements: Position requires long periods of sitting.

KSA 1 - Knowledge of and ability to operate multi-line telephones, radio and paging equipment, and fax machines.

KSA 2 - Ability to read and interpret rules, regulations, and policies as they pertain to telecommunication activities.

KSA 3 - Ability to communicate orally and respond effectively to a wide range of individuals with diverse backgrounds.

KSA 4 - Ability and skill in using office automation equipment.
