The Associate Administrator for Infrastructure serves as a member of the FHWA’s Leadership Team and participates in developing strategic initiatives that have broad national impact upon the Agency and the Nation’s transportation system.  The Associate Administrator serves as the principal advisor to the FHWA Administrator, Deputy Administrator, and Executive Director on matters as they relate to FHWA national highway, pavements, bridges, and other engineering missions, strategic goals, program, and objectives.  The Associate Administrator leads and directs a staff of 100 infrastructure experts and provides guidance to over 1500 professionals nationwide in delivering the $40 billion annual highway program by developing and implementing strategic national policies and programs to improve the condition of the Nation’s roads and bridges.  The Associate Administrator also establishes the research and technology priorities for highway construction and preservation, pavements, bridges and other structures, and program performance.   In addition, the Associate Administrator has primary responsibility for building coalitions with Federal agencies, State and local governments, and FHWA’s numerous transportation industry partners and stakeholders to ensure a healthy infrastructure for America’s highway transportation

As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) listed below.

TECHNICAL QUALIFICATIONS(TQs): Below are descriptions of the technical qualifications that you will be presented with once you have applied to this announcement. You must clearly demonstrate in your responses how your experience supports each of the TQs.

  1. Knowledge of surface transportation laws, regulations, policies, and principles involving such programs as the Federal-aid program, highway safety, transportation planning, environment, infrastructure, design and construction, contract administration, highway financing, civil rights, ITS/transportation operations and technology transfer.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:

  • Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.
  • Complete a one-year SES probationary period (unless already completed).


Your resume and responses to the ECQs and TQs are an integral part of the process for determining your basic and specialized qualifications for the position. Responses to the qualification statements that are not supported by your resume and/or supporting documentation may eliminate you from highly or well-qualified status and/or result in non-referral. An SES rating and ranking panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check. If selected, your ECQs must be certified by an Office of Personnel Management (OPM) Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program.
