This vacancy is being announced under the Pathways Recent Graduates Program.

The Ex-Im Bank is the official export credit agency of the United States. Ex-Im Bank's mission is to help to maintain and create U.S. jobs by supporting the financing of exports of U.S. goods and services to international markets. Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales.

The Pathways Recent Graduates Program allows recent graduates to enter into a career at Ex-Im Bank in entry level professional positions. This new program offers formal training, an assigned mentor and a developmental career path within the Bank. Successful applicant(s) will enter into a written agreement for a year or two depending on the position. During this program, you are entitled to the Bank’s full benefits package including health insurance. Successful completion of this program may lead to a permanent position.

The selectee has full responsibility for an assigned portfolio of countries. This requires identifying and researching country credit worthiness issues, ensuring the accuracy of research results, and presenting the findings to internal and external customers. This includes, but is not limited to, the following duties:

  • Determines recommended ICRAS ratings for the assigned portfolio of countries. The rating recommendations are based on a quantitative and qualitative analysis (i.e., the “ICRAS report”) that incorporates both economic variables (historical and projected) and subjective judgments. When necessary, defends recommended ICRAS ratings before the ICRAS forum.
  • Develops arguments to justify a country’s appropriate OECD risk classification. This requires analyzing OECD country risk model output to determine if it accurately reflects a country’s repayment risks and also analyzing risk factors explicitly excluded from the OECD country risk model, e.g., political risks.
  • Composes summaries of country economic and political conditions for use in Board memos.
  • Provides written and oral briefings for board directors, senior management, and staff on country conditions and medium-term repayment prospects.
  • Attends Board meetings as well as various committee meetings when necessary to provide input on country conditions and repayment risks.
  • Represents Ex-Im Bank at various inter-agency or public forums.

A second major responsibility concerns general economic analysis. This includes analyzing, either independently or as part of a team, economic issues of relevance to country risk methodology or of relevance to Ex-Im Bank operations. This could include such tasks as:

  • Analyzing the impact of various macroeconomic indicators on country credit worthiness and formulating recommended alterations to ICRAS and/or OECD country risk modeling.
  • Examining economic and/or country risk issues associated with new Ex-Im Bank policies or programs.

The incumbent will also carry out other duties as assigned by the Vice President of CREA.

Basic Requirement:

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE

GS-9: To qualify for the GS-09 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-07. Specialized experience includes conducting macroeconomic and statistical analysis; reporting on general economic issues both orally and in writing in either an academic or work setting.

OR

If you are substituting education for experience to qualify at this level, you must have a master's degree, or two full years of progressively higher level graduate education leading to such a degree, if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work.

OR

If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.

GS-11: To qualify for the GS-11 position, applicants must possess at least one year of specialized experience equivalent to the next lower grade/level of GS-09. Specialized experience includes conducting macroeconomic analysis; conducting statistical or econometric analysis; reporting on technical economic issues both orally and in writing in either an academic setting or a work setting under close supervision.

OR

If you are substituting education for experience to qualify for at this level, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work.

OR

If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.

Program Requirements for Veterans: Veterans unable to apply to the Pathways Recent Graduates Program within two years of receiving their degree due to military service obligation shall have a 2-year period of eligibility to apply that begins from the date of release or discharge from active duty; however, the veteran's eligibility period cannot extend beyond 6 years from the date of graduation.

Application of Veteran's Preference: The Category Rating Method does not add veteran's preference points or apply the rule of three, but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
