JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

The first position will be located within the Rocky Mountain Region on the White River National Forest at the Supervisor’s Office in Glenwood Springs, Colorado.

Both positions will serve as the administrative program specialist with oversight of budget and finance, purchasing, and other administrative areas.

 This position is being concurrently announced under the DEMO Announcement 13-0215-01469DP-SSP which will also open on 03/15/2013 and close on 03/29/2013. The duties listed below are indicative of the full performance level (GS-12) of this position and include but are not limited to:

• Management Advisory Services: Incumbent serves as a fully functional member of the Forest Leadership team in providing advice for management officials on a full range of administrative and operational management functions including organization policies and the effective utilization of financial, logistical, and workforce management.

• Financial Management: Provides coordination, direction and policy interpretation, and guidance regarding the preparation, revision, monitoring, and evaluation of organization budgets. Identifies Forest financial and budgetary trends and patterns, maintains proper Forest financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources.

• Management Analysis: Plans and conducts complex analytical studies of organizational elements and work to identify problems and improve resource utilization, administrative support, and management effectiveness. Study areas include a wide range of functions such as overtime cost, logistical support, automated applications for administrative functions, office and field space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution.

• Workforce Management: Serves as the organization advisor on workforce matters by coordinating organizational needs with office requirements; directing the initiation and processing of personnel actions; and facilitating the accomplishment of various workforce programs.

In order to qualify in the 0301 series at the GS-11 grade level, you must have one year of specialized experience equal to the GS-09 grade level performing administrative functions such as providing support and/or advice and guidance in one or more administrative functional areas such as human resources, budget and finance, contracting, purchasing, etc. Providing management with advisory services for organizational problems or issues such as space utilization, cost analysis or program budget management and/or organizing and coordinating the administrative needs of different work groups and program areas; OR have 3 full years of progressively higher education above a Master’s Degree in a program directly related to this position; OR have a Ph.D or an equivalent doctoral degree in a program directly related this position; OR have a combination of specialized experience and education above a Master’s Degree in a program directly related to this position.

In order to qualify in the 0301 series at the GS-12 grade level, you must have one year of specialized experience equal to the GS-11 grade level performing administrative functions such as providing support and/or advice and guidance in one or more administrative functional areas such as human resources, budget and finance, contracting, purchasing, etc. Providing management with advisory services for organizational problems or issues such as space utilization, cost analysis or program budget management and/or organizing and coordinating the administrative needs of different work groups and program areas.

Specialized experience is experience which is directly related to the duties of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities necessary to successfully perform the duties of the position.

Examples of Specialized Experience for this position may include: Providing support and advice and guidance in one or more functional areas such as human resources, budget and finance, contracting, purchasing, etc. Provides management with advisory services for organizational problems or issues such as space utilization, cost analysis or program budget management. Organizing and coordinating the administrative needs of different work groups and program areas.

The Education must have been obtained in an accredited college or university by the U.S. Department of Education and demonstrates the knowledge, skills and abilities necessary to do the work.

TIME-IN-GRADE-REQUIREMENT: if you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met within 30 days of the closing date of this announcement.


ADDITIONAL REQUIREMENTS:

May be subject to satisfactory completion of one year probationary or trial period.

Subject to satisfactory completion of a one year supervisory/managerial probationary period .

REQUIRED DOCUMENTS:
