JOB SUMMARY:

Be part of a dynamic, self-sustaining Federal agency with a nearly 80-year record of supporting U.S. export-related jobs and over $50 billion in export sales in 2012. Work in the heart of Washington, DC two blocks from the White House across from the McPherson Square metro station.

The Ex-Im Bank is the official export credit agency of the United States.  Ex-Im Bank's mission is to help to maintain and create U.S. jobs by supporting the financing of exports of U.S. goods and services to international markets.  Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales.
This position is located in the Office of Communications-Public Affairs. The Office is responsible for administering communications programs for the Export-Import Bank of the United States; activities include the preparation and dissemination of information on Export-Import (Ex-Im) Bank's export financing programs and policies to domestic and international news media, U.S. and foreign businesses, banks, federal/state/local government agencies, private organizations and groups, and the general public. This position reports to the Vice President of Public Affairs.

This announcement is for a position being filled under the Pathways Recent Graduate Program for individuals who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum.  Note:  Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.
Veterans unable to apply within two years of receiving their degree due to military service obligation shall have a 2-year period of eligibility to apply that begins from the date of release or discharge from active duty; however, the veteran's eligibility period cannot extend beyond 6 years from the date of graduation.
Recent Graduates participant will need to sign a Pathways Agreement.
After Program completion, Recent Graduates MAY be converted to a permanent position.
Important Note:  Noncompetitive conversion to a permanent or term position is not guaranteed.  Eligibility for conversion does not guarantee that the agency will opt for conversion.
To be eligible for conversion to a permanent or term position, Recent Graduates must:
-Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
-Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.
-Maintain performance at the “Fully Satisfactory” level or higher under the agency’s performance management system.
-Completed all the requirements of the Program successfully (this includes 40 hours of annual interactive training or any other required training or activities with a mentor that are outlined in the employee’s Participant Agreement)

The incumbent will serve as a Public Affairs Specialist (Social Media Coordinator) performing work related to public affairs program activities, including but not limited:
1.Research, write and distribute agency press releases, particularly on small businesses that have successfully used the Bank’s short-term insurance, working capital guarantees and new small-business products.

2.Prepare news releases, policy statements, and other public information materials on sensitive and complex technical subjects. 

3.Draft written updates regarding Ex-Im Bank's programs and proofread and edit technical and general information publications such as press releases, fact sheets, website posts, newsletters and other internal and external program guidance.

4.Contribute to the production of information materials to educate diverse target audiences about Ex-Im Bank's Programs and recommend appropriate use of and oversee day-to-day social media message dissemination.

5.Provide public affairs support to the board of directors by modifying or repurposing materials prepared for the chairman or others, or in some cases may assist in the preparation of original materials.

6.Organize and/or help conduct special events including press conferences, press availability, editorial board meetings, and other customized public affairs outreach events about Ex-Im Bank's products and programs.

7.Participate in conferences, meetings and roundtables to advance Ex-Im Bank's public affairs strategies and organize, maintain and utilize an inventory of successful transactions for use in promoting Ex-Im Bank financing products.

Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

SPECIALIZED EXPERIENCE
GS-(09) You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-[07] level in the Federal Government.

Specialized experience to qualify for the GS-09 must include:
1) Conducting research on technical information in order to convey it to the general public. 2)  Utilizing both traditional mass and trade and social media to write, edit and disseminate materials, including news releases, feature stories and other informational pieces. 3) Maintaining and posting to social media sites such as Twitter and Facebook. 4) Identifying communication needs and developing materials that inform appropriate audiences of the agency's policies, programs, services, and activities.

OR

A master’s or equivalent degree in Communications, Public Affairs, Public Relations, or in a field directly related to the position being filled.  Please attach a copy of your transcripts to your application package under document type ‘Transcripts’.
OR
Successfully completed at least 2 full years (if determination from your school cannot be made this is typically identified as 36 semester hours) or more of graduate level education at an accredited college or university in Communications, Public Affairs, Public Relations, or in a field directly related to the position being filled.  Please attach a copy of your transcripts to your application package under document type ‘Transcripts’.

a combination of some specialized experience as described in Experience above, but less than one year; and have some graduate level education but less than the 2 years of graduate level education as described in Education above. 

GS-(07) You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-[05] level in the Federal Government.

Specialized experience to qualify for the GS-07 must include:

OR

Successful completion of one (1) full (18 credit hours) year of graduate level education in an accredited college or university which demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Applicants may possess an Undergraduate Degree with Superior Academic Achievement. Completion of a full four-year (120+ credit hours) course of study leading to a bachelor's degree from an accredited college or university in Communications, Public Affairs, Public Relations, or other fields related to the position and meet one of the following under the Superior Academic Achievement provisions:
Superior Academic Achievement (S.A.A.) is a means of qualifying on the basis of education, if you are within the area of consideration as stated in the “Who May Be Considered” section of this announcement (first page). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ('B' or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ('B+' or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies.
Applicants cannot claim credit based on their overall G.P.A. if more than 10 percent of their total credits was based on pass/fail or transfer credits with no grade(s).

Applicants may also combine education and experience to qualify at the GS-07 level. (When substituting you can only use graduate level education earned beyond a Bachelor's Degree.) For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
