This position of Supervisory Accountant is located in the U.S. Coast Guard Finance Center. The primary purpose of the position is to serve as a senior financial management advisor to senior leadership on the automated financial management system and to act as the subject matter expert responsible for facilitating the development of a successful performance oriented financial management and internal control process.

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include

- Providing expert advice in accounting, fiscal operations, and CFO Act implementation.

- Acting as project manager for audit remediation efforts through management and execution of Mission Action Plan (MAP) milestones and tasks for financial statement line items.

- Performing Risk Assessments, Test of Design (TOD) and Test of Effectiveness (TOE) over financial management processes to validate internal control compliance and control gaps requiring correction.

- Overseeing or assisting in the preparation and review of periodic and end-of-year financial execution and performance reports covering the full range of the financial status of the Agency for use by senior managers, DHS, Department of Treasury, Congress, and external stakeholders.

- Providing expert advice/guidance to CG on financial reporting and accounting information requirements needed to execute CG programs, budget and CFO Act compliance.

- Serving as the subject matter expert on in depth financial management program and performance reviews and studies that cover the spectrum of CG financial management activities.

- Serving as a senior advisor on the five year strategic plan and annual priorities as they relate to the financial management process.

- Reviewing reports to determine and suggest appropriate changes or corrective actions, in the financial management process, required in order to successfully respond to these reviews and findings.

- Providing administration and technical supervision necessary for accomplishing the assigned work of the unit.

- Performing the administrative and human resource management functions relative to the staff supervised.

- Observing workers' performance, demonstrates and conducting work performance critiques.

- Resolving informal complaints and grievances.

- Developing work improvement plans, recommending personnel actions as necessary.

- Providing advice and counsel to workers related to work and administrative matters.

Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic entry qualification requirements applicants must possess one year of specialized experience equivalent to at least the GS-13 grade level (in the federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills and ability to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include acting as project manager for audit remediation efforts through management and execution of Mission Action Plan (MAP) milestones and tasks for financial statement line items. Performing Risk Assessments, Test of Design (TOD) and Test of Effectiveness (TOE) over financial management processes to validate internal control compliance and control gaps requiring correction.

This position does not have a positive education requirement.

HOW YOU WILL BE EVALUATED:

We will review your résumé and supporting documentation to ensure you meet the basic qualification requirements.  If you meet the minimum qualifications, your experience, education and training will be rated using the on-line assessment to place you in one of three categories.  The necessary Knowledge, Skills, and Abilities to perform this job are: 

1.) Knowledge of financial management regulations, the CFO Act, and performance measurement methods; plus a thorough understanding of how government programs are administered, regulated, and appropriated.

2.) Ability to negotiate, persuade, and resolve sensitive and controversial issues where there are conflicting and competing financial management performance objectives and priorities.

3.) Knowledge of government-wide polices and regulations concerning government accounting standards and financial management as they relate to CG missions and programs.

4.) Applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by CG. Exceptional skill and expertise in establishing and maintaining working relationships with key management officials.

5.) Ability to serve as the subject matter expert providing administrative and work specific guidance to: (I) ad hoc created groups working on the development of financial management performance measurement and management initiatives and deliverables for the CG, the Department of Homeland Security (DHS), Office of Management and Budget (OMB), and Congress; (2) groups or teams established to review, analyze, and develop solutions to specific CG financial management performance issues; and (3) groups or individuals designated to perform special studies or analysis of financial management problems of concern to senior leadership.
