This position is located in the Construction Branch of a Federal Lands Highway (FLH) Division which is part of the Federal Highway Administration. You will serve as the Assistant Project Engineer on a complex construction project or as a Project Engineer on less complex highway/road construction projects.

The Western Federal Lands Highway Division (WFLHD) operates as part of the Federal Lands Highway Program, serving the needs of Oregon, Washington, Idaho, Montana, Alaska, and Yellowstone and Grand Teton National Parks in Wyoming.
While Vancouver, Washington, is the permanent duty station, employees will be assigned to temporary duty at project offices located near the assigned highway construction site. Employees selected for these positions will be assigned to temporary duty approximately 75 percent of the work year, returning to Vancouver during winter shutdown and annual training.  Employees receive lodging and per diem allowances while assigned to temporary duty locations.  

At the full performance level, the ideal candidates have experience inspecting and administering all phases of highway construction contracts.  At the lower grade levels, ideal candidates will have education or experience in a major portion of highway construction, such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving.
The target applicants are mid to late career hires at the higher grades.   These positions are perfect for civil/highway engineers who thrive on working with contractors on highway construction projects in remote locations throughout the Pacific Northwest.

As a Engineer Technician (Civil), Construction, you will:

  • Prepare engineering calculations and drawings required to check the construction contractor's submittals and work.
  • Plan and assign work to assigned staff to include engineers, engineering technicians or highway engineer trainees.   Determines that a uniform interpretation of governing specifications and plans are applied and insures that the design intent is achieved during construction.  Enforces the requirements of the specifications and carrying out the intent of the plans.
  • Responsible for the documentation and measurement of the work performed by the construction contractors and for the preparation of monthly pay estimates.
  • Inspect and/or direct the inspection of operations of the contractor; assigns staff to check the contractor's construction stakeout of the project; investigates changes or unexpected conditions encountered in the field; prepares contract modifications and negotiating with the contractor and preparing comprehensive reports and cost analyses.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify on Education, you must have: To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:
GRADE 9 master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
  • Experience assisting with soils and material testing equipment; highway design plans and specifications; highway and bridge construction operations and functions; survey staking operation as they relate to the construction of highways and bridges. 
  You can also qualify based on a combination of education and experience
GRADE 11 Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
  • Experience as an engineer of record responsible for the administration and inspection of Federal, State or local highway construction projects that included major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving.
