Meet the education detailed in the qualification standards.
For the GS-07 grade level: you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service, is required.
Specialized experience at the GS-07 grade level is defined as experience assisting with programming and/or scripting language.
For the GS-09 grade level: you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-07 if outside the Federal service, is required.
Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Recent Graduate Interns qualify based on their educational achievements.
This education must be relevant to the position being filled. (Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.)
For the GS-07 grade level: Completion of 1 full academic year of graduate level education or eligibility under the Superior Academic Achievement Provision after completing a Bachelor's degree.
For the GS-09 grade level: Completion of all requirements for a Master's degree or equivalent degree.
STUDENTS MAY APPLY IF THEY ARE WITHIN 9 MONTHS OF GRADUATING FROM THE DATE OF APPLICATION.

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelors degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2.Grade-point average (G.P.A)-Applicants must have a grade-point average of:
a. 3.0 or higher out of a possible 4.0(B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
b. 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.>

Substitution of education for the specialized experience requirement at the GS-09 grade level: Two full years of progressively higher level graduate education, or Masters or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

1. Qualified Category. Meets the minimum qualifications and demonstrates minimum experience and/or training only based on responses to required assessments.
2. Highly Qualified Category. Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to required assessments.
3. Best Qualified Category. Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.
Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligible's within each category. Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
