This position is located in the Food and Drug Administration, National Center for Toxicological Research, Office of Research, Division of Bioinformatics and Biostatistics. NCTR plays a critical role in the missions of FDA and the Department of Health and Human Services to promote and protect public health.

Major Duties:

  • Write critical statistical reviews and evaluations of biomedical data, mathematical and/or statistical methods, procedures and concepts.
  • Provide advice on statistical aspects of research studies to include protocol design, definition of outcomes, sample size and power, methods of statistical analysis, interim monitoring, and the analysis of results.
  • Develop new statistical and mathematical hypotheses for biomedical research studies using state-of-the-art statistical methods.
  • Apply principles and techniques of probability theory, estimation, inference, quality control, etc. to a variety of situations and problems.
  • Develop or implement analytical or mathematical models for use in preparing data collection/evaluation criteria for research studies.
  • Evaluate available data or data to be collected to determine if statistical and mathematical hypotheses can be tested.
  • Define and develop new methods, tests, and procedures to evaluate new, novel, or complex problems.
  • Use statistical computing packages (e.g. SAS, SUDDAN, SPSS, S-Plus, STATA, etc.) to perform statistical analyses.
  • Apply computerized mathematical models to the statistical analysis of research data.
  • Prepare reports on the progress of projects to include documentation of methods of analysis, computer programs developed, and the results of the analyses.
  • Collaborate with scientists on the preparation of manuscripts and reports on statistical findings of research studies.
  • Write reports that summarize and analyze statistical data for publication.
  • Makes recommendations to others to accept, and/or adopt, or act on recommendations and determinations.
  • Works with scientific staff in providing consultation in the application of statistical theories, techniques and methods of gathering and or interpreting quantified information on various scientific and programs issues.
  • Interprets data, explaining the mathematical or statistical techniques and limitations.

 BASIC Qualifications

To meet the basic qualification for the Mathematical Statistician position, an applicant must possess one of the following:

A.  A degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR

B. A combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Minimum Qualifications

In addition to the Basic qualification requirement described above, this position also has a minimum qualification requirement. 

    • For the GS 11:  One year of specialized experience equivalent to at least the GS-09 level in the Federal service that includes independently developing statistical analyses, mathematical models, and applying the appropriate statistical analysis and data processing software in the evaluation of broad and comprehensive research projects. OR
    • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR
    • A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. To combine education and experience, determine the applicant's total qualifying education as a percentage of the education required for the grade level. Then determine the applicant's experience as a percentage of the experience required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

 

  • For the GS 12:  One year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes skill in applying a wide range of complex statistical analyses, mathematical models, and applying the appropriate statistical analysis and data processing software in the evaluation of broad and comprehensive research projects.  There is no substitution of education for experience at the GS 12 level.


    Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
