Employee will serve as a General Engineer within the Project Section of Engineering Service at the Veterans Administration Health Care System (VAHCS), Minneapolis, MN.  Duties include, but may not be limited to:  Works with clients to develop station-level, non-recurring maintenance, and minor construction projects which are efficient, economical, and consider the needs requested. Manages engineer projects from cradle-to-grave, involving the development of project documents including design drawings, specifications, cost estimates, and related contractual materials in accordance with applicable criteria and regulations. Surveys existing conditions of medical center facilities to collect information pertaining to customer and engineering process requirements, meeting with all relevant parties to determine specific needs, physically visits proposed construction sites to check general conditions of the area, ensuring accurate drawings, and determining how to best accomplish the desired goal of the project. Discusses preliminary layouts with the originator to define the scope of the project and to obtain information necessary to coordinate the design. Completes calculations, conducts code research, and consults with architect-engineering firms and vendors to find engineering solutions. Designs and develops a variety of construction projects which considers electrical power and lighting distribution systems, HVAC systems, architectural designs, floor plans, steel structural beams and columns, interior plumbing systems, and other site utilities. Uses Auto CAD to prepare drawings, layouts, and plans required for proposed additions, improvements, alterations, modifications, repairs, equipment installation, and new construction. Prepares drawings of utility systems, roadways, parking lots, and landscaping in addition to structural requirements. Leads intermediate and final inspections of the construction work and maintains an active record of punch list items.

BASIC EDUCATION REQUIREMENT - Applicants must possess a bachelor's degree in professional engineering from an accredited college or university. To be acceptable, the curriculum must, (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (TRANSCRIPTS REQUIRED)

OR

Possess a combination of college level education, training, and/or technical experience that furnished the applicant with; (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (TRANSCRIPTS REQUIRED)  

The adequacy of such background must be demonstrated by one of the following (DOCUMENTATION REQUIRED):

1) Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.  Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.  For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2) Written Test--Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.  Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence.  The adequacy of this background must be demonstrated by passing the EIT examination. (DOCUMENTATION REQUIRED)

3) Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. (TRANSCRIPT REQUIRED)

4) Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (DOCUMENTATION REQUIRED)  The above examples of related curricula are not all-inclusive.    

In addition to meeting the Basic Education Requirements cited above, you must also possess the following specialized experience and/or education requirement:

SPECIALIZED EXPERIENCE:  Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the General Engineer position, and that is typically in or related to the duties of this position. To be creditable, this experience must have been equivalent to the GS-9 level in the Federal service. Specialized experience includes: knowledge of the principles, theories, and concepts of engineering; working independently developing, designing, estimating, coordinating, and writing specifications for construction and renovation projects; managing construction projects from design through completion; performing inspections of construction projects; and preparing contract drawings. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.)

OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:  Applicants must possess three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the General Engineer position. OR

COMBINATION OF EDUCATION AND EXPERIENCE: Combination of successfully completed graduate education and specialized experience directly related to the work of the General Engineer position may be used to meet total qualification requirements.  (TRANSCRIPT REQUIRED)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Ability to communicate orally, including providing consulting services.
  • Ability to coordinate and manage a full range of construction projects.
  • Knowledge of resource utilization and management, related to engineering project.
  • Knowledge of professional engineering principles, practices, regulations and methods.

PHYSICAL REQUIREMENT: The work is basically sedentary; however, frequent physical activity such as walking, climbing, bending and carrying light items such as paper, books, files, manual, blueprints, etc. is required. Must be able to physically navigate the interstitial space of the facility, climb ladders, inspect roofs, evaluate in-ceiling work, and inspect construction sites safely.

  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
