JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: This is a temporary position NTE 30 Sep 2013 to accommodate a seasonal increase in workload. This position is located at the U.S. Army Corps of Engineers Tioga-Hammond/Cowanesque Lakes Project in the north central portion of the Commonwealth of Pennsylvania. This is a large flood control, recreation, and water storage complex, having an extensive levee system with three pump stations. The project encompasses approximately 12,000 acres of land and water with 39 miles of shoreline. Facilities include 4 geographically dispersed recreation areas, two concessionaires, over 250 campsites, seven boat launches, 2 beaches, and over 700 picnic sites.

You will serve as a Park Ranger performing technical and practical work in a variety of park activities including law enforcement, traffic control, accident prevention, campground and picnic area operation, disease and insect control, soil and water conservation, maintenance, preservation of historical structures and objects and visitor information services. You will direct visitors and furnish general facts in a courteous and helpful manner about the park, public use areas, rules and regulations. You will inspect public use areas to ensure safe, orderly, sanitary and equitable operation. You will patrol portions of park grounds and water area on foot, by motor vehicle, or outboard motor boat. You will detect and safeguard against fire, encroachment, theft, vandalism, and illegal construction or timber rules. You will aid park visitors in emergency situations to extent feasible.

General Experience and Specialized Experience: To Qualify at the GS-03 level, applicants must possess at least 6 months General Experience AND a minimum of 3 months of Specialized Experience equivalent to the next lower grade/level (GS-02). General Experience is defined as: administrative, professional, technical, investigative, or other responsible work that provided a familiarity with natural or cultural history; fish or wildlife habitat, characteristics; techniques of resource protection and use; recreational use of public lands and facilities; enforcement of laws, rules, or regulations; fire prevention techniques and fire suppression methods; or the practices of interpersonal relations skills in dealing with the general public.  Specialized Experience is defined as: experience in law enforcement or investigative work, environmental or historical preservation research work, or acting as a Park guide or tour leader.

  

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas:

  • Knowledge of Grounds Management
  • Skill in Oral Communication
  • Skill in Written Communication
  • Skill in Office Automation


General Experience and Specialized Experience requirements may be met through Education Substitution.

 

Substitution for General and Specialized Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet the total experience requirement for the GS-03 grade level. Below are the two ways education and/or combining education and experience may be used to meet General Experience and Specialized Experience requirements:

 

A.  Completed one year of education above the high school level with six (6) semesters hours of related course work.  Related course work includes natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.  (NOTE: You must attach a copy of your transcripts for verification.)  OR


B.  Possess some of the General and Specialized Experience as described in the General/Specialized Experience section, but less than nine months; AND possess less than one year of education above high school as described in A.  I have computed the percentage of the requirements that I meet, and the total is at least 100%.  To compute the percentage, divide your total months of qualifying experience by 9. Then divide your semester hours of education by 30.  Add the two percentages. The total percentage must equal at least 100 percent to qualify. CONDITIONS OF EMPLOYMENT:

  • Requires a valid, State-issued motor vehicles driver’s license.
  • Required to obtain and maintain a Cardiopulmonary Resuscitation (CPR) Certification.
  • This position may expose the incumbent to stinging insects (possible reaction anaphylactic shock) and poisonous plants.
  • Required to wear a Corps of Engineers uniform.
  • Required to work weekends and holidays.
  • Required to work outdoors and in inclement weather.
  • Required to use various hand tools such as an axe, shovel, power saw, and related tools.
  • Required to obtain and maintain First Aid Certification.
  • Required to pass a pre-employment physical.
  • Required the incumbent to work unscheduled overtime at all hours in case of fire, accident, or other emergency.
