FLORIDA NATIONAL GUARD

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located at JFHQ, Recruiting and Retention Battalion, St. Augustine, FL 

AREA OF CONSIDERATION:  This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite military technicians in the Florida National Guard; Category 2: All current military members of the Florida National Guard; and Category 3: All individuals who qualify for membership in the Florida National Guard.  First consideration will be given to Category 1.

INTRODUCTION: This position is located in the Recruiting and Retention Branch of the Army National Guard (ARNG). The purpose of the position is to serve as program support to the Army Medical Department (AMEDD) Strength Manager.

DUTIES AND RESPONSIBILITIES: Provides technical guidance and procedural support to the AMEDD Strength Manager, Recruiting and Retention Manager, Officer Strength Manager, Military Personnel Office (MILPO), State Surgeon/Deputy State Surgeon, State Chaplain, State SJA, commanders, unit personnel, field recruiters, and health care, ministry and legal professionals. Advises commanders, unit personnel and applicants on regulatory requirements of the programs and develops letters of instruction. Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for the AMEDD, Chaplain and SJA positions such as local regulations and Standard Operating Procedures (SOPs). Coordinates and participates in recruiting efforts both locally and nationally at recruiting events such as medical conferences, medical school and dental school programs. Serves as a principle point of contact for applicants and other interested parties during the recruiting and application process. Determines eligibility of applicants and screens-out candidates who do not meet program requirements. Provides monthly reports and regular updates to the AMEDD Strength Manager, Recruiting and Retention Manager, NGB and/or Credentialing Officer to advise on the status of accessions or losses of the various career fields. Prepares requests for the conditional release of applicants from other military services or transfers between states. Coordinates with the state retention programs for health care professionals, ministry and legal professionals. Composes and prepares a variety of correspondence directed to local, national, civilian, military, professional groups, associations and educational institution concerning recruitment and educational programs available.

GENERAL EXPERIENCE: Must have experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE: GS-09 must possess at least 24 months experience in applying fundamental military human resources management principles, practices and techniques of recruitment and retention. Experience in evaluating the effectiveness of a recruiting and retention program. Experience in utilizing NGB military human resources recruitment principles and personnel policies. Experience in the credentialing and privileging process and procedure utilized for medical military personnel. Experience using computer software applications which demonstrates sufficient knowledge to update and retrieve information in personnel database programs as well as to generate forms or correspondence.

 

SPECIALIZED EXPERIENCE: GS-07 must possess at least 12 months experience in applying fundamental military human resources management principles, practices and techniques. Experience in evaluating the effectiveness of a human resources program. Experience in utilizing and interpreting personnel policies. Experience using computer software applications which demonstrates sufficient knowledge to update and retrieve information in personnel database programs as well as to generate forms or correspondence. Experience gathering data and compiling plans and reports.

 

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade GS-09.

 

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status. Compatible assignments include: EMOS: 42A, 79T.
