The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States.  ORA also develops FDA-wide policy on compliance and enforcement.

Who May Apply: This vacancy is open to current permanent (career/career-conditional appointments) employees of the Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA)Headquarter ONLY.  Current FDA/ORA HQ employees serving under a Schedule-A appointment are eligible for consideration. LOCATION: This position is located in the Food and Drug Administration (FDA), Office of Global Regulatory Operations and Policy (OGROP), Office of Regulatory Affairs (ORA), Office of Resource Management, Division of Human Resource Development in Rockville Maryland.

TYPE OF POSITION:  This position is being filled on a full-time, permanent basis.
PROMOTION POTENTIAL:  This is a career-ladder position; GS-13 is the full performance level.

At the full performance level, the incumbent serves as a subject matter specialist in developing, coordinating, administering, monitoring, and evaluating a wide variety of national personnel certification programs, curricula, and or training courses to fulfill ORA's employee development mission.   Major duties include:  

·    Applying a broad understanding of investigation and regulatory case development processes toward the development of competency-indicating assessments.

·    Applying a broad understanding of regulatory policy toward personnel certification program development.

·    Participating in the development and administration of personnel certification programs by planning and coordinating the development and administration of a wide range of technical and semi-technical meetings; workshops; and related events to meet specific program needs and objectives; outlining specific workshop and or meeting objectives and selecting the appropriate venues to achieve the objective of the event.

·    Serving as a project officer and providing the project guidelines; consulting frequently with the contractor, makes periodic reviews of progress and project  details; reviewing completed products for technical adequacy, clarity, relevance and conformance with project objectives.

·    Facilitating workgroups; administering training; and proctor examinations as needed.

·    Conducting site visits and audits of contractor facilities to assess suitability for project deliverable such as evaluating adequacy of test administration locations.

·    Collaborating with FDA and related stakeholders to develop and deliver certification programs.

·    Using qualitative and quantitative methods to evaluate program effectiveness.

·    Participating in the development, coordination, and facilitation of workshops for program staff.

·    Participating in program related evaluations to demonstrate ability to achieve goals.

·    Developing and administering databases related to test administration and delivery of certification program. ·    Actively participating in other professional development related duties. 

Duties at the trainee level will be selected by the supervisor and will be developmental in nature.

EDUCATION REQUIREMENT:  Applicants must have successfully completed one of the following (A or B):

A. Degree: which includes at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, or related scientific fields that provide knowledge directly related to consumer safety officer work.  The 30 semester hours can include up to 8 semester hours in statistics or course work that includes principles, theory, or practical application of computers or computer programming. OR
B. Combination of education and experience: courses consisting of at least 30 semester hours in the fields of study described above, plus appropriate experience or additional education.  The quality of the combination of education and experience must be sufficient to demonstrate possession of knowledge directly related to consumer safety officer work and is comparable to that normally acquired through the successful completion of a full four year course of study with a major in the appropriate fields.

SPECIALIZED EXPERIENCE:  For GS-7 - Applicants must have one year of experience, equivalent to at least the GS-05 level in the Federal service related to the duties described for this position such as participating in employee development activities; project management activities; gathering and analyzing scientific data; and preparing reports on scientific/technical study findings. 

 

Documenting Experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.  The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.  It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

TIME-IN-GRADE REQUIREMENT: In addition to the specialized experience requirement, applicants must meet the following time-in-grade requirement within 30 days of the closing date of this announcement.

GS-7: Applicants must currently be at the GS-7 grade level or have 52 weeks at the GS-5 or higher.

For GS-07: One full year of graduate level education or superior academic achievement in the related field. Superior academic achievement is based on:

·   GPA of 3.0 or higher out of 4.0 based on 4 years of education, or based on coursescompleted during the final 2 years of the curriculum; OR

·    GPA of 3.5 or higher based on the average of all the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR

·    Election to membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies (except for freshman honor societies).
