In order to meet the minimum requirements for this position, you must have one year of specialized experience equivalent to the GS-07 level in the Federal service to qualify for the GS-09. To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 level in the Federal service. For this position, specialized experience is defined as:
GS-09- General experience understanding and applying Alternative Dispute Resolution (ADR) processes in a work setting, able to explain ADR processes to the public, and as a neutral third-party using ADR techniques, such as mediation to resolve conflicts, as part of assigned duties.
GS-11- Thoroughly understanding and applying Alternative Dispute Resolution (ADR) processes in a work setting, coordinating and managing dispute resolution programs and associated administrative and operational functions, and as a neutral third-party using special skills/training, administrative tasks, and information technology, as well as independent ADR techniques such as mediation to resolve conflicts.

- Moderate degree of proficiency in establishing and maintaining effective relationships at the Commission and with representatives of other entities the Commission serves.
- Moderate degree of proficiency in organizing, synthesizing, and analyzing ideas and issues; presenting oral and written findings in a logical manner.
- Moderate degree of proficiency in preparing appealing and understandable educational outreach and training materials.
