JOB SUMMARY:

The Office of Administrative Services (OAS) is looking for bright, energetic, and results-oriented individuals to join our fast-paced organization. OAS is a team of professionals who provide quality support services to Department of Commerce employees, enabling them to focus on their core missions. OAS specialties include building management, real and personal property management, travel management, and energy and environmental management.

This vacancy is being concurrently advertised under merit assignment procedures for status candidates (those currently serving on a career/career-conditional appointment, reinstatement eligibles, or those eligible under special appointing authorities)under announcement #OSOAS-2013-0015. The position(s) is located in the Office of Administrative Services, Office of Space and Building Management, in Washington, D.C.

The incumbent of the position is a Utility Systems Repairer-Operator. In this capacity, the incumbent is responsible for the operation, maintenance, adjustment, and repair of equipment that provides heating, ventilation, and air conditioning for Hebert C. Hoover Building tenants.  The incumbent’s duties include the repair and maintenance of equipment containing CFC refrigerants and using measuring instruments to repair, operate service, troubleshoot or maintain HVAC equipment.

To be considered for the position, you must meet the following qualification requirements. Applicants must have had sufficient training and experience to show their ability to perform the duties of the position. Qualifications will be determined by comparing your application to the Knowledge, Skills and Abilities (called Job Elements) against the guidelines found in the Job Qualification System for Trades and Labor Occupations, 4742 Series. Applicants who do not meet the screen-out factors will be rated ineligible and will receive no further consideration. Points will be based on experience and training which are documented on your resume as well as the responses to the vacancy questions. All applicants must receive a raw score of 2.0 or above on the screen-out factor and an average of 2.0 or above on all the job elements in order to be considered minimally qualified for the position(s) being filled.

The screen-out factor for this position is: ABILITY TO PERFORM THE DUTIES OF THE UTILITY SYSTEMS REPAIRER OPERATOR without more than normal supervision demonstrated by experience with the repair and operation of HVAC systems which service commercial buildings that exceed 500,000 gross square feet. 

Applicants who rated satisfactory on the screen-out factors will be rated on the remaining job elements.  Experience with the repair and maintenance of equipment containing CFC refrigerants which service commercial buildings that exceed 500,000

gross square feet.  Experience using measuring instruments to repair, operate service, troubleshoot or maintain HVAC equipment for commercial building that exceed 500,000 gross square feet.
