Position(s) will be filled under the Department of the Army  Recent Graduates Program. 

 

The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.  

 

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.

 

To be eligible for conversion to a permanent or term position, Recent Graduates must:

 

· Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.

·  Demonstrate successful job performance.

· Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted

Department of the Army Recent Graduates Program Eligibles 

Positions are open to:

 

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
  • Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

    About the Position:

    The Corps of Engineers, while a component of the U.S. Army, is mostly a civilian organization. The Corps works to reduce flood damage in communities across America; improve the environment for fish and wildlife; generate clean, renewable electricity; and provide recreational opportunities.

    The Portland District staff oversees the operation and maintenance of 19 multi-purpose dams in Oregon and a sediment retention structure in southwestern Washington. We also maintain more than 720 miles of federal navigation channels and 33 channel and harbor projects through the use of two government-owned hopper dredges and three hydrographic survey vessels.

    KEY REQUIREMENTS

    Some of the Major Duties of the position are:

     

    Third Assistant Engineer aboard a seagoing, automated hopper dredge.

    Maintain continuous operation of all engine room machinery.

    Stand regularly scheduled watches which includes routine inspection of all engineer spaces and equipment.

    Observe pressure guages.

    Maintain a log.

    Review work of Junior Engineers.

    Assist Chief Engineer and other Senior Engineers with major repairs.

    RECENT GRADUATE (SCREENOUT): Third Assistant Engineer,  WJ-4742-07/08.

    YOU MUST have received a degree or certificate of completion within the past two years from an accredited technical or vocational school, 2-year or 4-year college or university, a graduate or professional school, or a post-secondary home school curriculum..NOTE: Students who are within 9 months of graduating from date of application may apply with submitted unofficial transcripts and enrollment verification. Failure to meet this screen out element will result in an ineligible rating.

    NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS WITH YOUR APPLICATION PACKAGE. FAILURE TO PROVIDE TRANSCRIPTS MAY RENDER YOU INELIGIBLE FOR THE POSITION.

     

    MINIMUM QUALIFICATIONS (SCREEN OUT): Third Assistant Engineer,  WJ-4742-07 Target 08. You must possess a current United States Coast Guard Merchant Mariner Credential (MMC) Third Assistant Engineer 2250 horsepower, or higher or  possess a current United States Coast Guard Merchant Mariner Credential (MMC) Third Assistant Engineer Unlimited horsepower, or higher and a current Transportation Worker Identification Card (TWIC).

     

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


    Knowledge in Communication

    Ability in Technical Practices for Seagoing Vessels

    Skill in Maintenance of Marine Equipment

    Skill in Watch Standing for the Engine Department of a seagoing vessel
     

    WORKING CONDITIONS

    Exposed to extremes of weather conditions, heat, and noise. There is danger of slippery decks and drowning. must wear appropriate safety gear and protective clothing as required, and comply with sound safety practices. May be exposed to hot pipes, escaping steam and the effects of acids, solvents, and paint.

    PHYSICAL EFFORT

    Work requires moderate physical effort. Lifts and carries equipment and supplies normally up to 45 lbs. and occasionally over 45 lbs. Work requires prolonged standing, walking and climbing, all of which can cause exertion of the lower back. The employee must maintain good lower back physical condition. Incumbent must possess color and depth perception and be able to see by low visibility conditions in order to perform duties. 


     

    Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.     Salary includes applicable locality pay.

    Noncompetitive promotion potential to target grade.

    Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government interest.

    Defense National Relocation Program will not be authorized.

    This position is subject to random drug testing iaw EP 600-1-3.

    Must comply with Drug Abuse Testing Program requirements.
