JOB SUMMARY:

The Office of the Chief Information Officer is responsible for enabling the Department of Energy’s urgent mission in energy, science and nuclear security through the power of information and technology in a manner that balances risk with required outcomes in programs that span from open science to national security.  To learn more about the Office of the Chief Information Officer, please visit the website http://www.energy.gov/cio

This position is located in the Acquisition Management Division, Office of the Associate CIO for IT Corporate Management, Office of the Chief Information Officer (CIO).  The mission of the Office of the Associate CIO for Corporate Management is to provide support to the Office of the CIO in the areas of human resources, administrative management, and financial management activities.  The primary function of the Acquisition Management Division is to manage the information system support services contracts that provide a wide range of IT systems, data processing, and telecommunications support services to DOE program, field, and staff offices.

 

A successful candidate in this position will serve as a procurement advisor to senior information management officials on information technology acquisition initiatives of the Department and provide information technology acquisition policy, and guidance to the DOE Information Management community.  The incumbent will also serve as a Contracting Officer’s Representative (COR) on various information management DOE-wide contracts and interagency agreements.

As a Management Analyst at the full performance level, you will:

  • Serve as a Contracting Officer’s Representative (COR) for management and technical support and Technical Monitor for the administrative support services contracts.
  • Provide technical direction and programmatic guidance to the contractors on a daily basis and monitors their activities to assure compliance with program and contract provisions. 
  • Provide expert advice and guidance to the CIO and senior department officials on the deployment of support service acquisition solutions to meet mission requirements.
  • Manage major commercial timesharing contracts for DOE Headquarters and field organizations.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience for this position is defined as the following:

 

GS-9:  Basic experience with the business management theory relative to  contracting principles and procedures applicable to pre-award and/or post-award actions sufficient, with management guidance, to procure and/or administer contracts for information technology support services, to plan and carry out the procurement and to recommend award. 

 

GS-11:  Experience with contracting principles and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for information technology support services, to plan and carry out the procurement and to recommend award.

 

GS-12/GS-13:  Experience with Federal acquisition regulations, policies, and procedures, and the skill to interact with procurement and contract management activities in order to effectively process service support and commercial timesharing acquisition packages and monitor contract execution.

 

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:

Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.

 

This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non- selection or disciplinary action, up to and including removal from the Federal service.
