The mission of The Office of Energy Efficiency and Renewable Energy (EERE) is to strengthen America's energy security, environmental quality, and economic vitality through public-private partnerships that (1) promote energy efficiency and productivity, (2) bring clean, reliable, and affordable energy technologies to the marketplace; and (3) make a difference in the everyday lives of Americans by enhancing their energy choices and their quality of life.  This position will serve as the Director, Information Technology Services, Office of Information and Business management.  The Director will execute his/her vision of an integrated enterprise by effectively enabling IT data collection, analysis, and sharing through innovative, robust and secure capabilities.  The IT program develops and oversees implementation of the EERE strategic and programmatic plans, governance framework, policies, and processes to enable the implementation of the Enterprise IT Strategy that enhances EERE's mission, common IT services, and business IT services.  This is a high visibility position in EERE that regularly engages with senior EERE and DOE leadership and provides an opportunity to lead a large-scale Enterprise IT transformation, consolidating over 100 corporate and office specific IT systems into a single, cloud-based Enterprise IT solution.

Serves as the Director, Information Technology Services, responsible for the development and oversight of the EERE IT governance framework, policy development and promulgation, corporate communications and Support Services.  Provides subject-matter expertise to senior management to transform EERE from an organization-centric Information and Technology (I&T) model to one emphasizing an integrated intelligence enterprise. The desired end state is an effective IT governance structure that aligns strategy, systems, processes, and security with the EERE’s mission and business strategies.  Duties include Program/Project Management providing leadership for the Enterprise Information Technology (IT) Reform initiative of transforming numerous, discrete applications to a single Enterprise IT platform.  Develops the vision and strategies for transitioning of current to future, preparation of movement to the cloud, and anticipating next steps for mobile applications. Serves as the central focal point for all IT elements supporting highly visible, cross-cutting, disruptive EERE initiative. Delivers user-focused capabilities.  Provides seamless, secure enterprise solutions for trusted collaboration – people-to-people, people-to-data, and data-to-data.  Delivers user experiences that enhance mission success, and ensures the protection of EERE assets and information.  Develops cost estimates and related justification material pertaining to IT systems; preparing budget plans and submissions; and participating in organizational budget reviews and analyses processes.  Negotiates with vendors, partners, labs, and other government organizations to deliver capabilities in a cost-effective manner.  Provides expert guidance and advice to the Chief Operations Officer on a broad range of issues and strategic design concerning a multitude of high-level IT solutions involving the overarching EERE portfolio.  Directs a staff of Federal employees and oversees contractor employees through subordinate supervisors in information technology and other technical and administrative positions.  Builds and promotes a work-culture that is inclusive, collaborative, and maximizes the talent of staff members.

SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level:

(GS-15 Level)  

SPECIALIZED EXPERIENCE: Specialized experience is defined as demonstrated experience in IT program/project management that includes managing multiple projects concurrently and leading enterprise-wide change from multiple IT systems to an integrated IT architecture. Expertise in planning, executing, overseeing and reporting on IT projects; marketing, outreach, budget management for successful implementation of IT programs and initiatives; defining systems scope and objectives; collaborating with customers and stakeholders to develop requirements; and developing strategies to resolve project and technical issues.

 

ADDITIONAL QUALIFICATIONS REQUIREMENTS:

Your online resume must demonstrate that you possess the following knowledge, skills, and abilities (KSAs/Competencies) (NOTE: Applicants need not prepare written responses to these KSAs/competencies):

 

1. Demonstrated skill in project planning and management, including strategic program planning and evaluation.

2.  Expert level knowledge of Information Technology programs development for a large-scale program involving multiple Information Technology specialties.

3.  Skill in accomplishing work through others including making assignments and evaluating work results.

4.  Ability to plan, implement and evaluate results for projects related to improvement of Information Technology programs.

5.  Demonstrated ability to communicate orally and in writing including negotiating with affected parties such as agency customers or vendors and explaining technical information to a variety of audiences.

6.  Skill in coordinating work efforts, providing clear instructions and expectations, negotiating resolutions to issues, and presenting information to all levels of employees both internally and externally.


There is no educational substitution for specialized experience at the GS-15 level.
