This position is located in the Europe, Mediterranean, and Asia (EMA) Regional Office. The Chief of Programming and Training (ChiPT) is a member of the regional senior management staff and articulates EMA Region programming and training strategies and needs within the region and throughout the agency. The ChiPT maintains an overall perspective on programming and training directions in the region and makes funding and staffing recommendations to the Regional Director in those areas. The ChiPT works in close cooperation with the Office of Overseas Programming and Training Support (OPATS) and the Office of Global Health and HIV (OGHH) in order to elicit technical advice and support to respond to programming and training needs at overseas posts. The position supervises a team of two in the regional headquarters office and supports up to 20 Directors of Programming and Training at overseas posts.

Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Plans, directs, and executes liaison operations for critical agency-wide programs, with international implications. Serves as the principal liaison to other headquarters offices in the identification of opportunities to improve programming, training, and evaluation assistance to overseas posts.

Assesses program effectiveness and the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of the region. Reviews and evaluates training programs and troubleshoots problems and issues pertinent to the agency's training strategy, guidance, and resources.

Participates in, coordinates, and/or manages agency programs and projects. Provides expert advice and guidance on broad projects and programs in six technical sectors. Guidance requires extensive interpretation for many different and unrelated program processes and methods across 20 overseas posts.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the FP-02 level includes one year of specialized experience at least equivalent to the FP-03 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; (2) Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; (3) Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; and (4) Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 60 months. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant'ss successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
