This Position is located in the Branch of ADP Systems (BAS), in the Division of Energy Employees' Occupational Illness Compensation (DEEOIC), Office of Workers Compensation Program (OWCP). This position serves as the Team Lead overseeing system testing, maintenance and production and is assigned responsibility for assuring that the DEEOIC program information and operational/procedural needs for automation are met. This position is outside the bargaining unit. GS-14 is the full performance level of this position. Serve as supervisor overseeing system testing, maintenance and production and is assigned responsibility for assuring that the DEEOIC program information and operational/procedural needs for automation are:  identified, approved for development by application of computer technology, designed and developed, properly tested, accepted, installed, maintained, and – as appropriate- made more effective via requirements and ADP analyses.   

Manage the design and the development of ADP systems, major enhancements or revisions of current systems, or applications thereof, to satisfy user requirements or optimize ADP effectiveness.  Participates in the design and execution of testing plans and post-implementation evaluations of computer systems to determine relevant costs, performance, adequacy, and problems.

Oversee and coordinate the design and automation of DEEOIC reoccurring reports to fit within the framework of the overall system(s)/data base where and when appropriate.  Establishes program ADP management information system(s) and processing applications including preparation of detailed analyses.  Directs the preparation of automated programs to meet specific programs and project objectives.

Supervise and oversee the execution of the DEEOIC Agile Scrum Methodologies and processes.

Supervise and oversee the production of the DEEOIC monthly, quarterly, annual and ad hoc reports.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13, in the Federal Service.

Specialized experience is defined as experience applying professional IT principles, techniques, hardware and software in order to provide advisory, planning and customer service assistance; experience with policy and standards development; and applying IT concepts and methods in the design, development, implementation and operational support of IT programs.

Technical Skills/Attention to Detail  – The ability to serves as the supervisor overseeing system testing, maintenance and production and is assigned responsibility for assuring that the DEEOIC program information and operational/procedural needs for automation are:  identified, approved for development by application of computer technology, designed and developed, properly tested, accepted, installed, maintained, and – as appropriate- made more effective via requirements and Automated Data Processing (ADP) analyses.  Other activities include developing quality control standards for claims information data processing, scheduling and evaluating data entry and case processing flow, recommending changes in workflow, and maintaining liaison with the four District Offices with regard to the operation of management information systems and technical oversight and assistance.

Oral and Written Communication Skills  – Ability to effectively communicate, explain, or defend complex ideas or information clearly and adapts to the audience’s level of knowledge.   

Project Management Skills  - Ability to Oversee and coordinate the design and automation of DEEOIC reoccurring reports to fit within the framework of the overall system(s)/data base where and when appropriate.  Establishes program ADP management information system(s) and processing applications including preparation of detailed analyses.  Directs the preparation of automated programs to meet specific programs and project objectives.

Planning and Organization Skills  – Ability to supervises a staff of several ADP and other specialists.  Plans the work for the team, schedules projects and activities, establishes priorities, and discusses goals and objectives with staff.  Makes initial assignments and reviews at appropriate stages.
