JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: The primary purpose of this position is to administer, control and coordinate the installation biochemical drug testing program in accordance with DOD and DA directives and policies.  

About Fort Bliss: Ft Bliss supports over 19,000 troops, and will grow to over 37,000 as it undergoes the largest post expansion in the Army. It has the full scope of base support elements and is home to FORSCOM deployable units, the U.S. Army Sergeant’s Major Academy, and a major Medical Center. You will serve as the Drug Detection Clerk (Office Automation) coordinating with Unit Prevention Leaders and arranging for the collection specimens. Establishing and maintaing all records and files as required by regulations. Perform detailed calculations, tabulations, and analysis of data in support of office efforts, consolidates data for reports. Serve as instructor in presenting Biochemical Testing regulations, policies, and other pertinent information, participates in the development of a comprehensive training course for Unit Prevention Leaders.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Typical examples of such work include (but are not limited to): one year of specialized experience equivalent to the GS-03 level in the Federal service which includes collecting specimens for a biochemical drug testing program following strict chain of custody procedures. Establishing and maintaining office records. Operating word processor/computer to maintain database. Performing statistical data analysis to identify trends of drug usage.  

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  

These examples are typical of work performed at the next lower grade/level position in the federal service (GS-03). You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Some federal jobs allow you to substitute your education for the required experience in order to qualify.  For this job, you may qualify if your education meets the definitions below: successfully completed two years of education in any field above highschool. This education must have been obtained in an accredited business,secretarial or technical school, junior college, college or university.

Combinations of successfully completed education and specialized experience described above may be used to meet total qualification requirements at the GS-04 level.

 

Selective Placement Factor: 

  • Requires a male gender due to the observation of male soldiers for drug testing IAW AR 600-85.
  • This position requires the incumbent to be a fully qualified typist.  To be a fully qualified typist you must be able to type at least 40 words per minute based on a 5 minute typing sample with three or fewer errors.
