As a Supervisory Information Technology Specialist (INFOSEC), in the Office of the Chief Information Officer (OCIO), Office of Enterprise Application Development (OEAD), you will serve as the Information Technology Manager (Security) and in this capacity you will manage and direct all the activities of the Financial Enterprise Systems Management branch.

  • Manages the planning and analysis, development, implementation, maintenance and enhancement of the HHS Unified Financial Management System (UFMS/Oracle EBS), HHS Consolidated Acquisition System (HCAS/Compuserve PRISM), and Property Management Information System (PMIS/Sunflower) and other systems managed by the OCIO.
  • Serves as a senior technical authority for new and advanced Enterprise Resource Planning systems utilized for finance, acquisition, and asset management systems.
  • Ensures that the HHS Administrative Enterprise Application Systems are in compliance with security plans and policy.
  • Oversees federal staff and contracts engaged to designing, developing, and implementing IT projects and studies related to HHS-wide financial management, acquisition and asset management information technology.
  • Oversees and coordinates the preparation of system testing, implementation, and upgrades.

To qualify for this position you must have IT-related experience demonstrating each of the four competencies as described below:


(1) Attention to Detail - being thorough conducting structured analyses of information resource management plans and strategies;

(2) Customer Service – monitoring and adjusting systems performance and ensuring compliance with security programs;

(3) Oral Communication - expressing highly technical information relating to information technology capabilities and limitations (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information;

(4) Problem Solving - identify and analyze issues, problems, and challenges facing management and devising solutions.




In addition to possessing the four IT competencies listed above, applicants must also meet the following specialized experience to qualify for this position at the GS-15 level.


At least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service that included: 1) overseeing and directing the development, design, testing, and implementation of an organization's information systems and programs; 2) formulating short and long term strategies to improve the effectiveness of administrative information technology systems; 3) overseeing and directing staff in the analysis of administrative information technology and business processes; and 4) developing policies and procedures to improve the effectiveness of program operations and product delivery to customers relating to information technology systems.

1.
