The Deputy Vice President (DVP) of the Department of Administration and Finance serves as a key member of the Department's Management team and reports directly to the Vice President (VP) of A&F. As DVP you will:  

  • Direct the development and management of administrative (i.e., HR, IT, contracts/grants, facilities, diversity, security) and financial management programs, policies and services that support critical MCC operations and ensure that all programs and functions are carried out in accordance with applicable laws, rules and regulations; and provide executive-level leadership and direction to ensure that goals and objectives of the Department are the appropriate strategic direction, priorities, resources and executed properly; and that these initiatives are carefully monitored to ensure progress.
  • Direct and supervise departmental operations and programs through subordinate supervisors; identify ways to improve the effectiveness and efficiency of departmental business processes; and actively supports and implements MCC's equal opportunity program.
  • Coordinate and manage integrated projects involving other functional areas within the Corporation, as well as other Federal agencies and NGO’s and present recommended solutions to administrative and financial management program issues; and provide leadership and direction in managing projects which cross organizational and jurisdictional lines in matters pertaining to critical MCC administration and operations. 
  • Serve as the VP's trouble shooter and confidant where particular sensitive or controversial matters arise that require an especially high degree of tact, diplomacy, and program knowledge. This includes, serving as technical expert and senior advisor to the senior staff; and conducting the necessary fact finding, analysis and briefing the VP regarding proposed recommendations for action.

To qualify for pay band 2b level you must meet the following:

Have at least one year of specialized experience comparable to the MCC Pay Band 3a or GS-15 or an equivalent level in the Federal service described as substantial managerial experience in applying knowledge of relevant laws, executive orders, rules and regulations in the areas of: developing and monitoring organizational performance goals and objectives, finance, human resources, procurement, security and/or information technology as well as the ability to work effectively across professional disciplines.  This experience must include activities such as:  1) Leading and managing at least three of the following organizational divisions and/or correcting deficiencies and improving the efficiency and effectiveness of operational programs to achieve corporate goals: finance, human resources, procurement, security and/or information technology. 2) Leading change through the creative development and implementation of policies for a small complex organization, or Federal Department, with regard to a variety of management programs. 3) Developing innovative solutions that resolve problems or conflicts between management requirements, an organization’s mission, and customer needs. 4) Knowledge of a wide range of administrative policies, practices and applicable legislation concerning government policies and practices in finance, human resources, procurement, security and/or information technology.  (NOTE: This experience MUST be well documented on your resume or application).

HOW YOU WILL BE EVALUATED: You must clearly demonstrate in your resume how your responses to the MTQs relate to the leadership requirements. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including the results of your actions. Candidates who meet the basic qualification requirements will be further evaluated to measure the degree in which your background matches the leadership requirements and MANDATORY TECHNICAL QUALIFICATIONS (MTQs).

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): To be considered for this position, ALL applicants MUST submit written statements (narrative format) of accomplishments that would satisfy each of the MTQs. You are required to respond to all MTQs and you must address each MTQ separately. If you fail to address each MTQ, you will be rated as ineligible. Please limit your written narrative statements to no more than one page for each MTQ, or no more than 5 pages in total.

  1. Knowledge of government-wide policies, procedures, laws, regulations and directives that govern administrative and financial management issues within a Federal structure.
  2. Skill in managing diverse, multidisciplinary teams of administrative professional and technical experts toward a shared goal of producing high-quality results on time.
  3. Knowledge of the legal principles, methods, practices, and techniques of the programs and operations that comprise the Department  of  Administration and Finance sufficient to serve as a technical authority and advisor to the CEO and other top MCC officials on a variety of issues affecting critical program operations.
  4. Knowledge of strategic planning, including developing and monitoring organizational performance goals and objectives to assess and improve overall program effectiveness.

  • MCC Pay Band 2 positions are equivalent to a SES position.
  • This is an Administratively Determined Excepted Service Appointment. Compensation and removal are without regard for civil service laws and regulations. Veterans preference does not apply.
