A vacancy exist for a Nurse Manager assigned to Primary Care Service at the Dayton VA Medical Center.  The Nurse Manager is responsible to manage one or more defined areas of patient care services.  Allocates available resources to promote efficient, effective, safe and compassionate nursing care, based on current standards of practice.  Provides clinical and administrative leadership and expertise, serves as a link between nursing personnel and other disciplines, and implements the vision, mission, plans and standards of the Medical Center and Nursing Services.  Collaborates with executive nursing staff to contribute to strategic planning, innovation, recruitment and retention of nurses, and promotes shared decision-making, keeping staff informed. 

This is a Supervisory position.

Basic Requirements

 

(1) Citizenship.  Citizen of the United States.

 

(2) Graduation from School of Nursing

 

      (a)  Graduate of a school of professional nursing approved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. 

      1.  The National League for Nursing Accrediting Commission (NLNAC); or

 

      2.  The Commission on Collegiate Nursing Education (CCNE)

 

      (b)  [The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. 

      (c)]  In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

 

(3) Registration

 

Condition of Employment.  A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. 

 

(4) Physical Standards. See VA Directive and Handbook 5019.

 

(5) English Language Proficiency.  RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

Education/Experience Requirements:

 

•Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
•Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
•Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
•Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 
•Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

 

Preferred Qualifications:  **MSN Preferred**

a. Minimum of 5 years nursing experience and minimum 3 years of managerial/administrative experience required.
b. Proficiency in organizing and carrying out a wide range of duties and responsibilities.
c. Dependability and excellent interpersonal skills, with demonstrated strength in conflict resolution required.
d. Ability to collaborate with multiple disciplines to develop and/or implement quality and performance improvement programs.
e. Skillfulness in motivating nurses to increase professional, technical, and interpersonal development.
f. Comprehension of evaluation of safety, effectiveness, and cost factors related to practice options.
g. Demonstrated ability to meet suspenses/deadlines.
h. Excellent verbal/written communication skills to include ability to write comprehensive evaluations, provide staff constructive feedback, and promote staff accomplishments through award nominations.

Receiving Service Credit for Earning Annual (Vacation) Leave:  Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.  VA may offer newly-appointed Federal employees credit for their job-related non-federal experience or active duty uniformed military service.  This credited service can be used in determining the rate at which they earn annual leave.
