As IT Project Manager, incumbent independently or through a multi-disciplinary team, leads IT projects in support of large-scale enterprise change initiatives.  The incumbent advises the ITS Director and senior leadership to advance IT services within the agency and to integrate multiple business areas or systems within EERE and with Departmental and Government-wide IT systems.

1.  IT Project Management -  Provides technical IT project management advice and coordination to mange the modification and new development efforts of numerous large scale software development efforts.  Typically the incumbent will lead teams in defining standard solutions, platforms, and best practices and runs multiple projects concurrently.  Teams brainstorm evaluate, and analyze potential improvements and technology pathways that may add value to existing systems and programs in support of advancing the agency's mission.  Identifies user requirements and assists with the design, development and documentation of business processes in IT systems under development.

 

2.  IT expert and Advisory Services - As an expert in information technology, the incumbent provides advice and assistance to program managers, IT specialists and the ITS Director on a variety of areas including IT systems development projects from design to support and evaluating existing systems and services.  The incumbent advises on enterprise architecture issues to ensure compatibility of existing systems to planned improvements.

 

3.  Customer Service and Client Support - Works with executive management, transformation change leaders, and stakeholders to identify, evaluate, mitigate and minimize risks associated with process changes and systems development.

SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level:

(GS-15 Level)  

Experience in complex IT project management

EXAMPLES: Managing multiple projects concurrently; leading enterprise-wide change from multiple IT systems to an integrated IT architecture; Expertise in planning, executing, overseeing and reporting on IT projects; marketing, outreach, budget management for successful implementation of IT programs and initiatives; defining systems scope and objectives; collaborating with customers and stakeholders to develop requirements; and developing strategies to resolve project and technical issue

The following Knowledge, Skills, Abilities and Other characteristics (KSAOs) are required for this position) (NOTE: Applicants need not prepare a written responses to these KSAs/competencies, unless asked in the online application):

1. Project Management:  Demonstrated skill in project planning and management, including strategic program planning and evaluation.

2. Skill in accomplishing work through others including making assignments and evaluating work results.

4. Oral communication:  Demonstrated ability to communicate orally including negotiating with affected parties such as agency customers or vendors and explaining technical information to a variety of audiences. Work also requires skill in coordinating work efforts, providing clear instructions and expectations, negotiating resolutions to issues, and presenting information to all levels of employees both internally and externally.

6. Planning and analysis:  Applied knowledge of qualitative and quantitative methods and analytical skills to evaluate, respond to a broad range of issues, gather and analyze data, perform program or project evaluations, measurement studies, and other program-evaluation related issues.

7. Skill in interpreting and developing policy and procedures related to a variety of programs subject to regulatory compliance, including travel, safety, and security

8. Written Communication:  Skill in preparing manuscripts which are explanatory, persuasive, or exploratory in nature for a variety of audiences.

9. Technical Proficiency: Expert level knowledge of IT programs development for a large-scale program involving multiple IT specialties.

10. Planning and analysis:  Applied knowledge of qualitative and quantitative methods and analytical skills to evaluate, respond to a broad range of issues, gather and analyze data, perform program or project evaluations, measurement studies, and other program-evaluation related issues.

11. Skill in leading strategic planning activities, which include facilitating partnerships to formulate new initiatives, systems and processes, and to address barriers to deploying renewable energy technologies. 


There is no educational substitution for specialized experience at the GS-15 level.
