These positions are located in the Office of Information Security (OIS), within the Office of the Chief Information Officer (OCIO), Department of Health and Human Services (HHS), in Atlanta, GA and Washington, DC.

The incumbent provides leadership, overall direction, and guidance to staff in the Office of the assigned area in the Office of Information Security (OIS) or, within the Office of the Chief Information Officer (OCIO). Ensures implementation of program goals and objectives, develops long-range plans, identifies problem areas, and develops ways to resolve complex and often controversial and/or precedent-setting issues. Responsible for information systems security activities by ensuring confidentiality, integrity and availability of systems for the OCIO/OIS and HHS. Provides overall direction and leadership for ensuring all security needs are identified, security requirements are complied with, and breaches are monitored and resolutions are coordinated; advises OCIO/OIS and HHS managers in selecting and implementing safeguards that minimize the risk from malicious software and intrusions; and provides technical reviews of and develops recommendations for system security certification and accreditation requirements and processes of OCIO/OIS and HHS general support systems and major applications. Oversees the design, development and implementation of new security policies, procedures, and related operations to ensure programs and system owners are in compliance with the HHS Government-wide information systems security standards, regulations, and protocols, including: OMB-A130, Clinger Cohen, and the Federal Information Security Management Act (FISMA). Oversees the network infrastructure, systems design and apply total infrastructure protection environment to ensure implementation of appropriate information security policies. Serves as the Contracting Official Representative, (COR) to the OCIO/OIS, and HHS contracts for information technology security. Develops system specifications, security inputs, reviews and evaluates vendor proposals, and recommends contract awards. Provides leadership and direction to IT oversight of periodic vulnerability assessments of all computer systems in the agency.

To qualify for this position you must have IT-related experience demonstrating each of the four competencies as described below: 1) Attention to Detail - being thorough when planning, developing, and carrying out vital tasks in an organization enterprise architecture and systems analysis; 2) Customer Service - advising others in structuring technology applications in support of critical and mission business processes; 3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; and 4) Problem Solving - conduct extensive investigation and analysis to determine the nature and scope of problems and devise solutions.


In addition to possessing the four IT competencies listed above, applicants must also meet the following specialized experience to qualify for this position at the GS-15 level.

At least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service, providing overall direction and leadership in the information technology (IT) security area, including the development and formulation of organizational-wide IT security policies, acquisition policies, and IT planning guidance; advising in the selection and implementation of safeguards that minimize the risk from malicious software and intrusions; and providing technical reviews of and developing recommendations for system security certification and accreditation requirements and processes of general support systems and major applications; and managing human resources, financial, budgetary, administrative and operational matters.

Conditions of Employment:


1. Security and Background Requirements:  If not previously completed, a background security investigation will be required for all appointees.  Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements may be grounds for appropriate personnel action.  In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.  Applicants are also advised that all information concerning qualifications is subject to investigation.  False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action. 

2. E-Verify:  If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System.  Federal law requires DHS to use the E-Verify System to verify employment eligibility of all new hires, and as a condition of continued employment obligates the new hire to take affirmative steps to resolve any discrepancies identified by the system.  The U.S. Department of Health and Human Services is an E-Verify Participant.
