This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

This is a Communications & Information Career Field position - PCS traveling and relocation expenses will be paid IAW career program policy under this announcement pending availability of funds.

·        Lead the development and documentation of operational concepts and strategies for assigned programs/projects.  Demonstrate creativity and foresight by identifying, preparing, and presenting detailed technical reports and briefings on new concepts and technical directions impacting programs/projects, and defining future technology requirements. 

·        Serve as a senior technological expert and source of guidance on the proper use of modeling and simulation techniques.  Initiate and formulate plans and carries out project(s) through extensive and specialized original performance analyses and evaluations. 

·        Perform very complex, difficult assignments on an individual basis or as a team member/leader responsible for completing phases of an overall work effort.  Lead or participate in cross-discipline teams working highly complex programs, projects, and/or studies. 

·        Advise higher level officials of the feasibility of different approaches which provide a basis for action or the solution to a specific problem.  Interface with AF headquarters and other technical/analytical agencies on advance state-of-the-art technology. 

·        Define problems and develop and coordinate study/project plans.  Determine sources of data and /or sample sizes: compiles, organizes, and analyzes data: and recommends alterative courses of action to senior AF leaders.

 

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

QUALIFICATION REQUIREMENTS COMPUTER/ELECTRONICS ENGINEER:

Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

 

OR

 

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

 

1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.  

 

2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

 

3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

 

4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

QUALIFICATION REQUIREMENTS OPERATIONS RESEARCH ANALYST:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

 

OR

 

QUALIFICATION REQUIREMENTS COMPUTER SCIENTIST:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.  At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

 

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW.

 

SPECIALIZED EXPERIENCE:  One year of experience equivalent to the GS-13 grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.  Specialized experience is experience which may have been gained while providing

professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques; applying computer engineering and science knowledge in the planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or exploitation of highly complex electronic systems.

4.    Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Position is designated critical-sensitive and incumbent must be able to obtain and maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed. 

·        Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air force, national security and public safety.  Appointee must sign a statement acknowledging the position occupied is a TDP.

·        Incumbent is required to undergo a counterintelligence-scope polygraph examination, in accordance with security regulations involving the material handled. 

·        Travel in military or commercial aircraft may be required in the performance of temporary duty.

·        Information Assurance Certification is a condition of employment.  This position includes information awareness (IA) work as a paramount duty requirement.  Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within 6 months of assignment of these duties.  A waiver of this 6 requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.  Failure to obtain the proper IA certification may result in remove from this position.

·        This position is designated as an acquisition position covered by the Acquisition Professional Development Program (APDP) and the employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
