The Bureau of the Fiscal Service promotes the financial integrity and operational efficiency of the U.S. government through exceptional accounting, borrowing, collections, payments, and shared services. 

You will serve as the Director, and Bureau Chief Procurement Officer (BCPO), of the Division of Procurement Services in the Office of Administrative Services (OAS) with responsibility for providing executive direction, guidance, and leadership for technical and administrative operations associated with the Bureau of the Public Debt’s acquisition program. This function has a significant impact on the programmatic and financial performance of Public Debt and its many franchising customers. You will also be responsible for planning, organizing, and directing the activities of the staff.  This includes the activities of approximately 75 employees involved in a broad range of acquisition functions (both direct and support) from micro-purchases to multi-million dollar actions for various products and services and purchase and fleet card program administration.

    As a Program Manager (Director), you will:

    * Interface both internally and externally to assure that the division’s efforts will result in effective, efficient, and regulatory and statutorily compliant results;

    * Serve as principal advisor to management officials and customers on all aspects of acquisition matters;

    * Provide leadership in establishing and maintaining effective management processes and determines the appropriate organizational structure and functional alignment for the division;

    * Work closely with senior, customer, and subordinate management in providing leadership in assessing division mission and work requirements and in developing goals and objectives, planning for accomplishment, reviewing status and progress, providing management guidance and direction, and providing advice and/or decisions on policy matters;

    * Be responsible for developing and managing all customer agreements;

    * Have the authority to approve the full range of human resources-related actions and may have approval authority for organizational change proposals recommended by subordinate supervisors;

    * Delegate authorities as appropriate and ensure coordination between subordinate branches;

    * Direct the preparation of policies, directives, instructions, and other guidance dealing with the procurement program.  Ensure conformance of these issuances to Office of Management and Budget (OMB) policy and regulation contained in the Federal Acquisition Regulation (FAR) and Department of the Treasury Acquisition Regulation (DTAR).

    You must meet the following requirements within 60 calendar days after the closing date of the announcement.


    Specialized Experience:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.  Specialized experience for this position must be directly related to the managerial duties of the position. Managerial experience may include making decisions on work issues presented by subordinate supervisors and deciding on and/or coordinating work related changes affecting other organizations.

    One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    In addition to the above requirements, you must meet the following, if applicable:

    Time In Grade: For the GS-15, you must have been at the GS-14 level for 52 weeks.
