Serves as a Human Resources Specialist responsible for providing the full range of human resources management services including position management, position classification, suitability deteriminations, staffing, internal and external recruitment and placement, labor relations, employee relations, and performance management. Provides advice and guidance to assigned organizations on the most effective alignment of HR systems to support strategic goals, objectives and produce the results that accomplish the Center's mission.

Classifies jobs and prepares necessary documentation in the General Schedule classification job grading systems. Performs the full range of classification and position management related duties. Maintains organizational staffing plans, provides advice and guidance to management on organizational structures and position management issues.

Review complaints or grievances and performs fact finding to advise management on options or resolution. Provides counsel and advice to management on employee relations issues including performance management, employee relations and conduct issues. Provides advice on the preparation of disciplinary and adverse actions.

Utilizes an automated referral system to provide internal and external placement support. Performs internal and external placement and recruitment duties for which innovative and assertive recruiting strategies are needed. Provide managers, employees and job applicants with information and interpretations of recruitment and placement procedures, practices, policies and guidelines. Makes use of multiple recruiting strategies inluding special appointing authorities.

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

For GS-12 some examples of specialized experience include, but are not limited to: applying a wide range of HRM concepts, laws, and policies to solve a wide range of complex HR issues; utilizing an automated referral system focusing on recruitment and placement of individuals; providing advice on preparation of disciplinary actions, grievances and appeals; independently performing position classification and position management; making position risk determinations; providing managers, employees and job applicants with information on procedures, policies and guidelines covering recruitment and placement, relocation entitlements, workers compensation, employee relations, and position classification.

For the GS-11 grade level, applicants must have one year of specialized experience, equivalent to the GS-9 level in the Federal Service, which equipped the applicant with the competencies required to perform successfully the duties of the position; OR applicants may substitute the following education for the specialized experience requirements: A Ph.D. or equivalent doctoral degree in a related field, or 3 full years of progressively higher level graduate education leading to such a degree. Applicants may qualify based on a combination of the experience and education requirements described above. Examples of specialized experience include but are not limited to: performing position classification and position management; making position risk determinations; providing advice to management on a wide range of staffing and external and internal recruitment and placement and issues; performing fact finding regarding complaints and grievances.

HOW YOU WILL BE EVALUATED:

Announcement will be used for both internal and external applicants.

Internal (Status) candidates will be evaluated as follows:

70 pt. Category - Fails to meet criteria described in the 80 pt. category.
