These positions are located in the Office of the Chief Information Security Officer (OCISO), within the Office of the Chief Information Officer (OCIO), Assistant Secretary for Administration (ASA), Office of the Secretary (OS), Department of Health and Human Services (HHS), in Atlanta, GA and Washington, DC.

 

This vacancy will be filled through OPM's Direct Hire Authority. Veterans' preference and traditional rating and ranking of applicants does not apply to positions filled under this announcement.

The incumbent serves as a recognized expert and performs a wide range and long term IT security and project management functions in one or more of the following areas: Administrative operations, health resources, information technology support, financial management, occupational health, human resource, and strategic acquisition systems providing security development oversight, Certification and Accreditation (C&A), and assisting with implementing HHS Enterprise Architecture (EA) security plans and Capital Planning and Investment Control Act (CPIC). Leads and directs a team of contractor employees, in implementing projects across the department;  provides expert technical advice in the monitoring and evaluation of contractor activities on contracts that may cover agency-wide systems; directs, coordinates, and approves detailed planning, design, development, programming, testing, documentation, end users training, and implementation of secure information technology (IT) systems. Ensures that the HHS security governance is implemented in the development of new and existing IT major enterprise systems.  Maintains documentation, reports, and lesson learned of the entire implementation phase to the security program and IT systems.

To qualify for this position you must have IT-related experience demonstrating each of the four competencies as described below:

1) Attention to Detail - being thorough when planning, developing, and carrying out vital tasks in an organization enterprise architecture and systems analysis; 2) Customer Service - advising others in structuring technology applications in support of critical and mission business processes; 3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; and 4) Problem Solving - conduct extensive investigation and analysis to determine the nature and scope of problems and devise solutions.

AND

In addition to possessing the four IT competencies listed above, applicants must also meet the following specialized experience to qualify for this position at the GS-13 level.

At least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service, serving as an expert developing approaches and establishment of specifications and guidelines in the information technology (IT) area, including the development and formulation of organization-wide IT security policy, acquisition policy, and IT planning guidance; performing ongoing information technology strategic planning, security assessments, system security evaluation, and project coordination to improve the quality of services, increase productivity, and achieve efficiencies in the delivery of certification and accreditation services to accomplish IT security program goals.
 


Conditions of Employment:
