FLORIDA NATIONAL GUARD

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located at DCSPER, St. Augustine, FL

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite military technicians in the Florida National Guard; Category 2: All current military members of the Florida National Guard; and Category 3: All individuals who qualify for membership in the Florida National Guard. First consideration will be given to Category 1.

 

INDEFINITE APPOINTMENT: This is an obligated position (current occupant is on a Military Tour).  If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment.  If a Reduction-In-Force occurs and/or the military tour member reclaims this position, the indefinite appointee will have no reemployment rights to his/her former position or any other position.  If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

 

INTRODUCTION: This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and to oversee the functions of one of the following human resources programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB) or the Personnel Services Section.

DUTIES AND RESPONSIBILITIES:  Serves as an advisor to commanders on assigned unit human resources (HR) program.  Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert.  Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program.  Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions.  Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues.  Researches, prepares response, and maintains action file.

GENERAL EXPERIENCE:  Must have experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management; experience using computer and automation systems.

SPECIALIZED EXPERIENCE:  GS-09 must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources unique to National Guard organizational, management, and mission requirements. Experience which has provided progressively responsible administrative and technical experience in fundamental military human resource managment principles and practices; experience utilizing standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues?  This experience consists of processing complex personnel actions, interpreting regulations and directives, providing guidance and assistance, assembling and disseminating information through written and oral communications.

SPECIALIZED EXPERIENCE:  GS-07 must have at least 12 months experience, education or training which includes a detailed knowledge of National Guard organizational structures, functions and procedures. Experience analyzing and interpreting policies and procedures related to personnel. Experience gathering and analyzing information. Experience processing transactions of an unusually complicated nature, such as regulatory and procedural problems concerning personnel matters. Experience in personnel work in making person-to-person contacts to explain regulatory, procedural and policy requirements.

MULTIPLE LEVEL RECRUITMENT:  This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position.  If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level.  If less than fully qualified individual is selected for this position, the position has potential to Grade GS-09.

STATEMENT OF DIFFERENCE:  The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description.  Work assignments are selected to provide training and experience in this occupation.  The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level.  Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

COMPATIBILITY REQUIREMENTS:  All applications will be considered regardless of Branch/AOC/FA/MOS.  Incumbent will be required to be assigned to and qualify in a compatible military position in one of the following: EMOS:  42A.
