Appointment Type

Permanent and time-limited positions may be filled from this announcement. Positions may have full time, part time, and/or intermittent work schedule. This position is located at Naval Medical Center San Diego, California. The Nurse is responsible for all nursing care activities including clinical expertise, consultation, leadership, research and educational components.


Vacancies from this announcement may be filled at the following grade levels: GS-04, GS-05, GS-07


This position has promotion potential to the GS-11 grade level. If selected below the full performance level, selectee may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

·       Contribute to the medical examination of patients by observing, recognizing, recording and reporting changes in the conditions of the patient, subjective and objective symptoms, patient reaction to medications and patient response to therapy and treatment modalities.

·       Respond to life threatening changes in patient conditions, providing immediate and appropriate emergency measures such as cardioversion and intubation; directs emergency interventions and cardiopulmonary resuscitation activities of junior personnel when necessary.

·       Perform special tests and procedures such as tracheostomy care, tube feedings, endotracheal, nasopharyngeal and gastric suctioning, and bladder catherization.

·       Utilize advanced pharmacological knowledge to independently titrate potent vasoactive medications on a minute-to-minute basis following complex procedures or multi-system failure.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Basic Requirements: Applicants must possess a degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed or must have one year of nursing experience as a military corpsman AND must possess an active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States or must have graduated from an approved nursing educational program within the past 12 months and am pending State registration as a professional nurse. (NOTE: Depending on how you are qualifying, it is highly recommended that you submit an official or unofficial transcript with your resume and/or submit your current registration with your resume)


In addition, your resume must demonstrate the following


GS-04: You must have completed a nursing program of less than 30 months' duration or have an associate degree in nursing; OR have at least one year of nursing experience as a military corpsman. 


GS-05: You must have at least one year of professional nursing experience equivalent to at least the GS-04 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing the duties of a practical nurse or nursing assistant under the supervision of a professional nurse; OR have completed a nursing program of less than 30 months’ duration or have an associate degree in nursing; OR have completed a nursing program of at least 30 months' duration or have completed 4 academic years above high school with course work in nursing or in a closely related non-nursing field directly applicable to the requirements of the position (e.g., behavioral, physical, or biological sciences related to nursing; nutrition; public health; or maternal and child health) or possess a bachelor's degree in nursing. 


GS-07: You must have one year of specialized experience equivalent to at least the GS-05 grade level or pay band in the Federal Service or equivalent experience in the private or public sector demonstrating experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position; OR possess a Bachelor's degree in Nursing with one of the following: (1) I graduated with at least an overall GPA of 2.95, (2) I graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) I graduated in the top third of my class; or (4) I have been a member of a national scholastic honor society recognized by the Association of College Honor Societies; OR have completed at least 1 year of graduate education in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.), or in a closely related non-nursing field directly applicable to the requirements of this position.


Specialized experience must demonstrate the following: providing a high degree of technical and complex specialized nursing care for high-risk and socially fragile patients in a Neonatal Intensive Care Unit (NICU) or Critical Care Unit.  Nursing care includes: in service line patient population; recognition, assessment and management of difficult situations; application of sound communication and counseling techniques; application of factors (i.e. physical, emotional, cultural, social and medical) that are common to the special patient population; ability to teach and/or perform all skills expected of subordinates; explain purpose and outcome of therapies and instruction of proper self-care techniques.

Additional Qualifications: You must possess active, current Basic Cardiac Life Support (BCLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), AND Neonatal Resuscitation Program (NRP) certifications.

Work requires extensive walking, standing, stretching, lifting, transporting and bending in caring for patients; the ability to influence confused patients regarding their care, and physically control or defend against emotionally ill or confused patients. Work is performed in a health care setting where there is exposure to contagious disease, radiation, infection. Gloves, gowns and masks are frequently necessary.


Work requires frequent bending, stooping, walking, standing, working in cramped positions, and climbing.


Employee will be assigned to a permanent shift, (8, 10, or 12 hours) but duties, clinical or clerical activities, or patient care needs may require employee to be available at other times. Weekend and holiday work will be scheduled as necessary. Additionally, there may be times when the employee's skills may be necessary to cover absences or augment staff in other related areas for which qualified to work.
