JOB SUMMARY:

**Pay for this position will exceed the salary range for a GS-15. Salary on appointment will be computed in accordance with the provisions of the IG Reform Act of 2008 (specifically, section 4 of P.L. 110-409), and will not exceed $165,300 per annum.

The incumbent serves as the Inspector General of the Federal Maritime Commission and performs the following duties and responsibilities: 

  • Serves as the Inspector General (IG) and independently develops, directs and executes the audit, investigative, and support operations of the Office of the Inspector General (OIG) and leads initiatives that improve efficiency and effectiveness of the office and FMC.
  • Provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of FMC programs and operations.
  • Communicates to the Commission and Congress regarding problems and deficiencies relating to the administration of the agency’s programs and operations, and the necessity for and progress of corrective actions.
  • Reviews existing and proposed legislation and regulations concerning programs and operations of the agency and makes recommendations concerning the impact of such legislation and regulations on the economy and efficiency in the administration of such programs and operations.
  • Plans and directs an audit and investigative program to detect and prevent fraud, waste, and abuse in agency program activities.
  • Serves as the spokesperson on matters of internal audits and investigations and represents the OIG in meetings with agency leadership, Administration officials, members of Congress and their staff, the accountability community, the public, and media.
  • Submits semiannual reports to the Chairman, who in turn, transmits the report to each House of the Congress. Such reports are transmitted to Congress in accordance with the Inspector General Act of 1978, as amended.

QUALIFICATION REQUIREMENTS: All applicants are required to meet the qualification requirements listed in the OPM Operating Manual for Qualification Standards for General Schedule Positions, which is available for review in any Federal Human Resources Office, or online at www.opm.gov. Those requirements are summarized below.

In order to qualify for the Inspector General, GS-301-15, you must meet the following:

Have 52 weeks of specialized experience, equivalent to the GS-14 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Specialized experience may include: experience in conducting investigations or audits and preparing appropriate related reports to identify and propose corrective or legal actions; OR experience in applying laws and regulations applicable to the conduct of business by Federal, State, or local government agencies, employees, or private organizations including laws governing audits and investigations; OR experience in planning and directing an audit and investigative program to detect and prevent fraud, waste and abuse in agency programs; OR experience in conducting investigations or audits of the full scope of agency operations, and developing policies, procedures, and internal controls to ensure regulatory compliance. Such experience may have been gained while performing work as an Inspector General, Assistant Inspector General, a senior member of an Inspector General staff, Investigator, or other similar positions that allowed the applicant to independently perform auditing and investigative assignments and to brief management officials on findings.


CONDITION(S) OF EMPLOYMENT:
1. New appointees to the Federal service will be subject to a background investigation and must complete a 1-year probationary period.

2. Completion of a 1-year supervisory probationary period is required.

3. Status applicants must meet time-in-grade requirements by the closing date of this announcement.

4. Relocation expenses will NOT be paid.
