NOTE : This is a TEMPORARY(not-to-exceed 1 Year) position. This appointment may be renewed for additionalservice in accordance with Agency needs. This position is in the Fiscal Program of the James J. Peters Veterans Administration Medical Center, located in Bronx, NY.

·          Coordinates accounting activities including GeneralLedger Accounting, Allotment Ledger Accounting, Cost Accounting, General PostFund Accounting and Budgetary Accounting Procedures

·          Reviews accounting transactions to ensure accuracy

·          Assists with period financial audits of the FiscalProgram

·          Analyzes cost accounting reports, fund statusreports and other accounting reports

·          Reports any issues and possible solutions toproblem areas

·          Develops and maintains information in financialrecords

·          Accurately and timely prepares recurring and ad hocreports

·          Installs and maintains systems to ensure againstviolations of the Anti-Deficiency Act

·          Updates the accounting section of StandardOperating Procedures

·          Maintains supporting documents for transactions,reports, and other financial matters

·          Attends training as required

·          Other related duties as assigned

BASIC EDUCATIONALREQUIREMENT:   A bachelor's degree orfour (4) years of education leading to a bachelor's degree from an accreditedinstitution in accounting or a related field such as business administration,finance or public administration that included or was supplemented by 24semester hours in accounting (which may include up to 6 hours of credit inbusiness law).(*Transcripts are required.)


BASIC REQUIREMENTCOMBINATION: Four (4) years of accounting experience or an equivalentcombination of accounting experience, college-level education, and trainingthat provided professional accounting knowledge? This combination must includeone of the following: 24 semester hours in accounting or auditing courses; acertificate as a Certified Public Accountant or Certified Internal Auditor,obtained through written examination; or completion of the requirements for adegree that included substantial course work in accounting or auditing, e.g. 15out of the 24 required semester hours in accounting provided that: you havesuccessfully worked at the full performance level in accounting, auditing or arelated field; a panel of at least two higher level professional accountants orauditors has determined that your experience demonstrates breadth, depth,currency, and level of advancement normally associated with successfulcompletion of a four year course of study in accounting or a related field; andyour education, training, and experience fully meet the specified requirements.(*Your experience must be documented and you must submit transcripts with yourapplication.)

IN ADDITION TO THEBASIC EDUCATIONCAL REQUIREMENT THIS POSITION REQUIRES: One (1) year ofspecialized experience performing accounting duties that includes: applyingprocedures related to appropriation funding allotments, obligations anddisbursements; knowledge of general ledger and subsidiary accounts; analyzinginterrelationships of accounts affected by double entry accounting; monitoringfund control points; using and automated general ledger and cost system; andreviewing accounting documents for inaccuracies or errors. SUPERIOR ACADEMICACHEIVEMENT:   Superior AcademicAchievement (SAA) based on class standing, grade point average, or honor societymembership in regards to your undergraduate education as described in thequalifications section of this announcement? (*Transcripts are requested.)


SUBSTITUITION OFEDUCATION: One (1) year of graduate level education in accounting from anaccredited institution that demonstrates your ability to perform the duties ofthis position? One year of graduate education is usually equivalent to 18semester hours or 27 quarter hours, unless otherwise specified by the school.(*Transcripts are requested.)


COMBINATION: Acombination of specialized experience a graduate level education as describedfor the GS-07 that demonstrates your ability to perform the duties of thisposition? (*Your experience must be documented and transcripts are requested.)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

·         Knowledge of professional accounting systems andfinancial operating standards.

·         Ability to perform administrative duties.

PHYSICAL REQUIREMENTS: The work is sedentary with some walking, bending, andstooping when accessing files. At times, the accountant may be required tostore and retrieve boxed documents from the Fiscal Program Storage Room. Workis performed in a professional office setting that is clean, well-heated andventilated.

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
